(12/17/05 - KTRK/ORCHARD, TX) - There's new information about a seven year old missing persons case in Fort Bend County. Investigators say Steven Carrington has confessed to killing Corey Brooks, missing since 1998. Carrington is the stepfather of Teketria Buggs, whose body was found earlier this week.

Corey's mother Caroline Brooks said, "I know I have some closure now, but I don't feel it because I didn't get no body."

Caroline says her son Corey and Steven Carrington were cousins living together in Orchard when Corey disappeared. At first she never suspected Carrington, saying he helped in the desperate search for her son.

She said, "He rode with us in the car to put up flyers for my son. And then I got an anonymous call saying the flyers we were putting up, he was pulling down."

Caroline says she passed that information on to investigators, but no charges were ever brought against Carrington back in 1998.

Corey Brooks was last seen in the Fort Bend County town of Orchard -- as was 12-year-old Teketria Buggs, Carrington's stepdaughter, who was last seen a few weeks ago. On Thursday searchers found her body in the Brazos River. Now detectives say Carrington, a suspect in the young girl's death, has confessed to killing Brooks. "There was always hope, even if -- what a dream -- that maybe (Corey) would

A Fort Bend County man has told law officers he killed his cousin in 1998 and dumped the corpse in the same river where officers last week found the body of the man's stepdaughter.

Teketria Buggs, 12, was found Thursday in the Brazos River, about a mile from her home in the rural town of Orchard.

Steven Carrington, 31, whom police have identified as a suspect in Teketria's disappearance, confessed on Friday to the murder of Corey Brooks, 21, Fort Bend sheriff's officials said. On Saturday, they charged Carrington with Brooks' murder. He was held Sunday on $500,000 bail in the Fort Bend County Jail.

Carrington has not claimed responsibility for Teketria's death, investigators said.

After Teketria's disappearance between Dec. 3 and 4, witnesses familiar with the Brooks case told investigators Carrington killed his cousin then dumped the body in the river, said Fort Bend County Chief Deputy Craig Brady.

"Some of them had specific information, and at least one had assisted him in disposing of the body," Brady said.

"He didn't volunteer any information until we told him what witnesses had to say," said Fort Bend County Sheriff Milton Wright.

Carrington told investigators he shot Brooks at a home in the 9900 block of Johnson and then threw the body into the Brazos River, which was raging at flood stage at the time. Brooks' body was never found, but the family had not reported the man missing until about six months after his disappearance.

"We felt that if we were gonna make (Teketria's) case, we would make it through the back door through the Corey Brooks' case," he said.

Investigators have collected evidence from the property that may help break the case, Wright said.

"I feel pretty confident that we'll make a murder charge in Teketria's death," Wright said. "We don't have enough for an indictment now, but I think we will get lab results that will probably give us an indictment."

Around Dec. 1, just three days before Teketria's disappearance, sheriff's deputies went to Carrington's home to investigate an anonymous letter stating a house there might lead them to information about Brooks. Teketria's mother reported her daughter missing on Dec. 4.

 Well done LE for finding her and well done to the dog ,isnt it amazing how they can use cadaver dogs on a boat to find the missing in water.I thought they would find out it was him that killed corey I am happy for coreys family that they know now who was responsible .although it sounds like they knew it was him but that LE couldnt prove it till he confessed.

So three days before Teketria disappears, LE is there to check out info on Brook's case. Then a man who knows he is still being looked at on one disappearance/murder has a little girl disappear from his home. Mighty big coincidence.
LE says that during their search of the home, they found evidence of the crime against Brook's, so at least that is something.

Results of a preliminary report on Teketria Buggs were given to 11 News Monday afternoon.

It was already known that her body had suffered trauma, but an autopsy revealed that the little girl had been assaulted and stabbed before her body was thrown into the Brazos River.

Carrington has not been charged with Buggs' death, but over the weekend, authorities charged him with killing his cousin, Corey Lynn Brooks, 21.

They said Carrington confessed to shooting Brooks in the head and, with the help of another person, dumped his body in the Brazos River over seven years ago.

Investigators say that witnesses who were unwilling to come forward then are cooperating now because of Teketria Buggs.

I can't stop thinking about this girl, and wishing her life had turned out differently. When you read what she was like, so giving, and so selfless with younger children, her loss seems unbearable.

A candle snuffed out way, way too early.

This story just makes me madder and madder and madder. Why do we have CPS, if not to help a girl like this? Why was she allowed to be truant for at least 3 years, and no one moved to remove her from her home? What a total sham. She slept on a couch with two other kids, she never managed to make it to school except this year when she could get herself there all by herself, and her mother is living with a felon. I had such empathy for her mother in the beginning, and now I hope to God all of the rest of her kids are removed from her custody so they have a prayer of a normal life. Or even a life at all.

If this is true, her mother should go to jail and I'd like to know why Texas is harassing the parents of High School truants in Lubbock but letting this child just be passed over and doing nothing about it??

ORCHARD, Texas -- A man suspected in the disappearance and death of his 12-year-old stepdaughter has confessed to killing his cousin and throwing his body in the same river where the girl was found.

Steven Carrington, 31, told investigators on Friday that he shot 21-year-old Corey Brooks in 1998 and then threw the body into the Brazos River. The body of Carrington's stepdaughter, Teketria Buggs, was found Thursday in the same river, in rural Fort Bend County. She disappeared between Dec. 3 and 4.

Carrington has not claimed responsibility for Teketria's death, investigators said. He was being held in the Fort Bend County Jail on a $500,000 bail for a charge of murder in his cousin's death.

Authorities hope charging Carrington with Brooks slaying will lead to charges in Teketria's death. Investigators have gathered evidence from the family property, where Carrington's relatives also live, Fort Bend County Sheriff Milton Wright said.

"We felt that if we were gonna make (Teketria's) case, we would make it through the back door through the Corey Brooks' case," Wright said.

Carrington was a suspect early in the investigation of his cousin's disappearance. Investigators think Brooks was killed on or near the same property where Carrington lived with his wife, Laronald Foy, and her daughter Teketria.

Deputies said that several people knew all along what happened to Brooks and they finally****************snip*********************

A packed house of more than 300 people attended funeral services for slain 12-year-old Teketria Buggs Friday as police continue to investigate her death.

The congregation at Pilgrim Journey Baptist Church gave the two Fort Bend County Sheriff's detectives working the case a small statue of an angel in appreciation of their efforts to solve the crime.

Teketria's body was found Dec. 15 in the Brazos River not far from her home in the rural community of Orchard on the county's west side.

She died from either blunt trauma or stab wounds, according to preliminary autopsy results. Her stepfather, Steven J. Carrington, is considered by police the prime suspect, although he has not been charged. Carrington, 31, is jailed and charged with murder in connection with the 1998 shooting of his cousin, Corey Brooks, 21.

If these people had come forward with what they knew about Corey Brooks this little girl would still be alive today. I hope they forever realize this and never have a decent nights sleep for the rest of their miserable disgusting lives.

***for some reason the article or snippet of does not paste for me, i welcome any assistance with this. thanks
. . .Carrington, 31, told investigators on Friday that he’d been smoking crack cocaine on the night of Dec. 2 and was in a utility room at one end of the house he shared with Teketria Buggs, her mother and other relatives.
According to Brady, Carrington told detectives the Buggs girl approached him, but he was hallucinating and thought it was Brooks, whom he’d already admitted to killing. . .
