Does it look like a layby?
Only if it is one of the lay bys that have a barrier along part of the length of it. Surely a lorry driver would only stop in the outside lane if it was stopped by a police car, had broken down suddenly or crashed? and had it been intercepted by police they would presumably have signalled / steered them into the inside lane.

Identification of victims discovered on 23 October in the lorry trailer which travelled from Zeebrugge in Belgium to Grays, Essex.

Essex Police have been working with Vietnamese Police officers to present cases to Her Majesty’s Senior Coroner for Essex to verify the identities of the 39 people discovered at Grays in Essex on Wednesday 23 October.

A series of files have been brought before an Identification Commission, and HM Senior Coroner Mrs Caroline Beasley-Murray has now formally identified all of the victims, and the families of those victims have been notified.

HM Senior Coroner, Mrs Caroline Beasley-Murray said:

“May I take this opportunity to offer my deepest condolences to the victims’ families.”

The senior officer in charge of the enquiry, Assistant Chief Constable Tim Smith said:

“This is an important step in the investigation and enables us to work with our Vietnamese Police colleagues to support the families of those victims. It is only right that we provide an opportunity for family members to take in the news confirming the death of their loved ones before releasing any further information. Our thoughts remain with the families and friends of those whose tragic journey ended on our shores.”

Essex Police continues to lead the investigation, working with the National Crime Agency and with European Law Enforcement colleagues.

People have some strange ideas o_O

From what little I understand of it, they were possibly Buddhist. It's customary to put out symbolic offerings of food for the deceased.

Looking at some of the news reports that have video, I think that still is simply of traffic going past the police car that is attending the incident - the lorry in the picture isn't the lorry in question. This looks more like the lorry in the lay by Fifteen men found in lorry on motorway arrested

But these reports say that police were alerted 'by a member of the public' not a 'lorry driver' and specifically not 'THE lorry driver'.

This report says the raids by CAB on 10 premises are linked to the Essex deaths. "The investigation into the men has been ongoing since the autumn of last year as they have long been suspected of smuggling contraband cigarettes, alcohol and illicit drugs.

While they were not suspected of people smuggling when the Cab investigation into them began over a year ago, they are now at the centre of a major international investigation arising from the deaths of the 39 victims last week"....."The raids at the ten Co Monaghan sites were conducted as part of Cab’s investigation mainly targeted two brothers with addresses in the North and the Republic" CAB raids in Monaghan target men suspected in Essex truck deaths

A case against a County Down lorry driver, who is also facing manslaughter charges in relation to the discovery of 39 bodies in a truck in Essex, has concluded in a Dublin court.

At Cloverhill District Court he paid €500 (£431) compensation to the victim.

Lorry drivers are "members of the public".
In most contexts "a member of the public" is police-speak for anyone who isn't police, or otherwise professionally involved in an investigation.

Having looked at the BBC footage again, it suggests the Delaney lorry was going North, from Chippenham and stopped in the lay-by just before the junction with the M4. Past the entrance to Day's Lane, Kington Langley.

Quite how this squares with the statement he was on his way from Calais to Dover ... widely copied in the MSM is a little puzzling.

Gardai have launched a series of raids this morning targeting two Irish brothers wanted in connection with the manslaughter of 39 Vietnamese migrants.

The Criminal Assets Bureau (CAB) backed up by the heavily-armed Emergency Response Unit (ERU) swooped on addresses in Co Monaghan.

Sources said properties allegedly linked to Ronan Hughes, 40, and his 34-year-old brother Christopher were searched, reports Irish Mirror.

To be fair it is possible that it is on a reasonable route from Dover to Holyhead where the ferries to Dublin go from. The route from Calais to Dover is 100% sea water.

The reports of knocking...it could also be that the driver stopped to let them out and another driver stopped to see if he could help a lorry in a lay-by and so the knocking explanation emerged.... but it does seem to have been lorry drivers that raised the emergency services.

Didn't the trailer used in the Essex case stop in the Cotswolds on it's way to it's first channel channel crossing? Or was it MR's lorry? One of the early reports said there was a stop in the Cotswolds and Warwick (shire)?

Looking at the map again ... and the fact that the Delaney business is based in Glanmire, Cork... maybe the truck was on its way to the Swansea - Cork ferry .... although why it appears to be travelling North from Chippenham is still a little odd?
