Essex Police have confirmed they have referred themselves to an independent watchdog in relation to the fatal Loughton collision that led to the death of a 12-year-old boy.

The force voluntary referred themselves to the IOPC (Independent Office for Police Conduct) based on previous contact between a 51-year-old man arrested and the force.

Essex Police said in a statement: [...]

'We are aware of speculation around specific elements of contact between the force and the suspect. Due to this being a live investigation and now following the referral we are unable to offer comment on these at this time.'

Interesting, but I'm not sure what the police could have done to prevent him doing this, unless, of course, he was known for making threats to drive his car into people. Local oddball whose MH has tipped him after the death of his father would be my guess. Perhaps teenagers have been causing him issues and this was revenge. We'll see what comes out.

Update: Thursday 5 December 11.45am

Detectives investigating the murder of 12-year-old Harley Watson in Loughton on Monday 2 December have established there is no connection between that and an earlier incident outside another school.

The investigation team were looking in to an incident which happened near to Roding Valley High School at around 3.10pm on Monday where a car mounted the pavement in Brook Road which was reported to policing following the incident in Willingale Road which led to Harley’s death.

Work by detectives has now established the incidents involved different vehicles and drivers of different descriptions.

A man will face trial next year charged with the murder of a 12-year-old boy killed in a hit-and-run near a school.

He was not asked to enter pleas and a trial date was set for 1 June 2020.

Mr Glover, of Newman Lane, Loughton, was remanded in custody and will return to court for a plea hearing on 31 January.

Terence Glover, 51, pleaded guilty to manslaughter by diminished responsibility.

He also pleaded guilty to the attempted murders of 23-year-old Raquel Jimeno, and six boys and three girls aged between 12 and 16 who cannot be named.

Prosecutor Christine Agnew told the court the defendant had "suffered an abnormality of the mind" at the time of the crash.

She said two psychiatrists would give evidence ahead of sentencing on 8 January.

Harley's mother sat in the public gallery and wept during the 15-minute hearing.
