The Daily Mail briefly referenced the balaclava on 7 Feb ("It has also emerged today that a man in a balaclava was seen near Libby's home, according to the Mirror") but can't find any such story in the Mirror.

I do think it looks like something is over the cyclist's face and thought maybe they were working together based on the reports of a previous incident on Newland avenue. Clubs did put out a warning after about the fake taxi and someone posted a picture of a man running down a street wearing a Balaclava. I was going to put a link to the stuff but I think it's against forum rules because it was on social media. Also it's hard to know what's fact and what's rumour on social media."
The warning was from Tom Thorp, owner of the Piper nightclub, who shared a Facebook post after an unlicensed taxi was seen touting for business on Sunday 3 Feb around Newland Avenue. But the driver of the blue/black VW was identified and spoken to by police:
