This does imply another child tho, not the previously arrested one.

It does look like that. I think perhaps even the press don't know yet. It'll probably be made clearer after the court appearance. When it may say either
'The youth who had previously been charged with PCOJ has now also been charged with murder'
Or
A 14 year old boy has been charged with murder, another youth has previously been charged with PCOJ'

Or something along those lines

That's what I was thinking, and that if there had been another boy there at the time and that had been kept from the police, there would have been further charges of PCOJ for the people whose house he went to after the fact, that didn't disclose that information.

I'm **** at explaining :D

Oh my goodness I didn't even realise this!? Or has he had a birthday during this time? So is now 14?

I don’t think there was more than reports of a child’s voice. It was early hours. We can’t really say.
I do think it’s likely it’s an upgraded charge, however the wording of the article does make it sound like it is a separate person.

Judge Stephen Harmes told him 'take your hands out of your pockets' before he remanded him in authority care ahead of a crown court appearance.

He said: 'Mr Isaac (your lawyer) will help you understand what's going on.

'You'll be going to Crown Court probably next week but for now you'll continue as you have been.'

The court head the boy's bail conditions included wearing an electronic tag and staying away from Sarn

There have been a lot of scandals in YOIs and secure units in recent years.

Does the secure estate meet the needs of young people in custody?

There may be concerns about exposing a young, unconvicted youngster to danger inside.

It seems he is both in Social Services care and subject to bail and tagging, so hopefully the professionals are keeping a close eye on him. Maybe a specialised foster placement with daily senior supervision? Something like that? I can’t see it being a children’s home. Kids walk out of those and vanish all the time.

I really don’t know, maybe at the time as he was on a charge of PTCJ? I wonder if his placement will change after his appearance at Crown Court. I think it’s very surprising on a murder charge that he is not in a secure unit.

I wonder about school. Does he have online lessons or individual tutors? I dont think he can attend his school as he might be danger to other students. Just asking.

the local authority most likely sending a tutor in for the 15 hours a week to fulfil their statutory duty and give whoever is caring for him some kind of respite.

so so sad.

He is too young for a YOI. The options as I understand them would be a secure training centre or a secure children's home, but there are no secure training centres in Wales afaik. I had the impression from the judge's comments that he was in a secure children's home, which would technically place him in the care of the local authority rather than the custody of the CJS. I presume this is because of some combination of his age, a perception of psychological fragility, and the logistical realities of finding a suitable place in striking distance of family.

A 14-year-old boy charged with the murder of a five-year-old who was found dead in a river has appeared at Cardiff Magistrates’ Court.

Logan Mwangi, also known as Logan Williamson, from Bridgend, was discovered in the River Ogmore on July 31.

The teenager, from Sarn in Bridgend County, who cannot be named because of his age, appeared in person in front of District Judge Stephen Harmes.

He spoke only to confirm his name, age and address.

He had previously appeared at Newport Crown Court on August 14 charged with perverting the course of justice.

A man, 39-year-old John Cole, of Sarn, Bridgend, has previously appeared in court charged with Logan’s murder and perverting the course of justice.

Angharad Williamson, 30, of Sarn, has also been charged with perverting the course of justice.

Judge Michael Fitton QC set a provisional trial date of January 31 2022.

The teenager, who was 13 at the time of the last hearing, was remanded into care of the local authority.

Logan was found dead after police were called to reports of a missing child at 5.45am.

He was taken to the Princess of Wales Hospital, where he was confirmed to have died.

An inquest opening heard Logan was discovered in the River Ogmore in Sarn, Bridgend, on July 31.

Yes all cases start at magistrates court. But the youth who has previously appeared for PCOJ has already been sent to Crown. If it was the same youth, given the case is already at Crown of an indictable offence, would it have to go back to magistrates again? Given that murder is an indictable offence that would be sent to Crown anyway.

According to the most current report, it is the same youth previously charged and he did appear before the magistrate today.
