I thought it was just for minors? I could be wrong though.

It's for anyone who is deemed to need one. So it could be as simple as they are very upset about being arrested and expressing signs of anxiety, through to them possibly having more serious mental health issues.

If if in doubt, I imagine the police would use one in order to cover their backs.
