Looking at The New Inn pub on the map where he had been drinking, it looks like it must have been the site of the old flour mill he was last seen walking near as its just a 6 minute walk away and on the same side of the river.

Blue circle is the New Inn pub, yellow circle is the old flour factory.

Reminds me a bit of missing Corrie McKeague, who was also in the armed forces and went missing after a night out in an area about an hour away from his barracks. I don't think the RAF were very proactive in their hunt to find him, and it was mainly left down to the police and friends and family. He still hasn't been found.
