Were they actually cleared? How could they be when cops couldn't account for their movements that day and no witnesses to the walk? There's no evidence they were involved but that doesn't mean they weren't. When they dug up their garden they found "an area of interest" but no body.
A really unique case and very strange one.

Perhaps this post has eluded you:

The parents were cleared of the charges after a 17 week investigation.

Who are Steven Clark's parents Doris and Charles?

Mistakes happen. You look the wrong way for a second and a kid is gone. It's not right to claim his parents were neglectful, especially without any evidence whatsoever. You've no idea what was happening at the time.
I hear a lot of people say that: I was only gone for a second and before I knew it my child was in the pool. There's bad neglect and there's benign neglect but both types of neglect can end up with dead or seriously injured children. I may not know the specifics, but it doesn't take a genius to figure out a toddler who was hit by a truck (my bad, I thought it was a bus) wasn't on the sidewalk.

That same article also says they had a letter saying that although freed from bail, they're still under investigation and could be interviewed again at any time.

I thought that would be the case. They can't clear them when there's no sign of him being alive, no other suspects and no way to verify their stories that day. No evidence either way.

Verifying Device

Ex-detective Mark Williams-Thomas, who is leading the documentary, appeared alongside the Clarks on the show and called the case “bizarre.”

He said: “They get arrested, they are interviewed twice and then released on bail, and it’s at that point I become involved.

“I spent 17 weeks with Charles and Doris and I have to say when I first started I I treated them as though they were suspects and I gave them a hard time.

“I asked some very searching questions to get answers from them and by the end of the 17 weeks – as the programme shows – they were cleared from all involvement.”

BBM

Hope this helps, though I have my doubts. It is called sequence of events: first, the parents were released on bail and still under investigation. Later, they were cleared from all involvement.

Does that mean they were cleared by the police or in his eyes though? Am not being pedantic but the way it reads it could mean either. What about this letter that Bicks mentions above.

Does anyone have a link to any statement from the police which says thery cleared them of all involvement. Thanks.

I’d want to see this first hand too.

I’m not a great fan of MWT or his shows.

He got run over by a bus when he was a toddler. How does that happen unless a parent doesn't have control of the child?
What a very ignorant thing to say. Accidents happen and you could be the best parent in the world but toddlers are slippery little things and will get away from you if they want to sometimes

It doesn't help actually.

If you had evidence from the police that the parents have been formally cleared of involvement, that would help rather than newspaper quotes or journalist quotes.

Mark Williams-Thomas tries to involve himself in any high profile case and will often fuel conspiracy rumours. The Jay Slater case is one such example.

Yes, look at how James Bulger gave his mum the slip in the butcher's.

Couldn't agree more.... On a separate note ,Mark Williams-Thomas hinders more cases than he solves...

The Red icon is 17 Maitland Road ( family home at that time ).

If you look just above the M on the words Main St, you can see a narrow pathway on the far side of the road. That would be a short cut from Main Street to their house.
It was reported ( I cant find the article now ) that Mrs C and the children ( daughter in buggy, Steven walking ) were crossing from outside the general store on Main Street - which is directly in line with that narrow pathway.

He got lured away, he didn't give anyone the slip but your point is otherwise spot on: it takes a split second and anyone who thinks otherwise is ignorant in the extreme. I'd like to see Denise Fergus (was Bulger) called a neglectful parent.

No. They may have no proof to charge, only flimsy circumstantial. No body. The CPS may not go with it.
I was involved in a case where this happened. Appreciate this is anecdotal, but a woman I knew died of an head injury and her boyfriend was the main suspect. Police interviewed me and took a statement. They literally told me they knew he was responsible but were concerned they did not have enough evidence to charge him. Sure enough after the inquest they made a statement saying he was released from investigation.
