I don't know targeted yes but it is almost feeling as if there is (not in the context, of course, anyone who does this has mental illness but in a pronounced way in this situation,

He was recognised on television by stunned Welsh neighbours more used to seeing him on the school run, who rang the police to identify him.

But weren't there three people involved? If there were I don't think all three of them would have mental illnesses. A lot of hate crimes are done by more than one person.
eta: Although if there are three maybe one of them has a mental illness and was somehow able to coerce the other two. I think that's happened before.
Troubledness. A good word to describe many perpetrators here. I shall use it again, as in "so troubled, it took him to a new level of troubledness "
