I felt that this might be a good lead too. However, The Charley Project states that it is believed that Amanda Gallion ran away with her 20 year old boyfriend. He was questioned in her disappearance and a few days after Amanda disappeared, her boyfriend also disappeared. His truck was found abandoned and neither have been heard from since. The Charley Project states that neither one of their SSNs has been used.

I think it is likely neither one of them made it far from the northeastern Wyoming area.
 
Does anyone know what happens to the majority of runaway listings after the juvenile turns 18? I see that some of them, like Amanda Gallion, remain listed as missing persons. However, there are far more runaways per year than seems representative in missing persons cases.

I am wondering what the protocol is and I figure it probably differs by state. Are they automatically dropped off after a certain length of time passes or if they reach a certain age? Are they only removed if the runaway request to be removed after he/she reaches 18? Or if they make some contact with someone? Is there are archived database anywhere?
 
I know of several cases (particularly in the 70's and 80's) where a missing teen was purged from NCIC after turning 18. Bambi Dick (of Davenport IA) was a UID in Amarillo TX for 25 years because her MP listing was purged from NCIC after her 18th birthday, and she was forgotten to everyone (except family and friends). Same goes for Tawni Mazzone.

I would bet that most of the teenaged UID's are people whose families reported them missing, and their NCIC record was purged. ... or as often was the case, the local LE agency would refuse to even take a MP report.

What makes me doubt that this would be Lisa Ann Stowe is mainly her age. From what I understand about forensic anthropology, the difference between bones of someone who was estimated to be between 17 and 23 (with greater likelihood being between 17 and 20) and someone who is 29 is pretty big in terms of what changes would be evident in the skeletal structure.

What would sell me more would be if we could discover that Lisa Ann Stowe traveled through or moved around in Idaho, Montana, Washington, Oregon, and Wyoming in the two years before she went missing. I can't find many details about her life before she disappeared, only that she was last seen in Alabama.

The other thing I think will help is what is listed in the NamUs case on Sally Saltair, where it states that she may have had mild spina abifida and that she had "fused vertebrae," which according to the DOE Network, were near her neck.

With Jennifer Wilmer, what I would ask again here is if she moved around frequently in Wyoming, Montana, Idaho, Washington, and Oregon, as well as if she had any problems with her spine, such as mild spina bifida or fused vertebrae.

The little searching I did suggests she moved mostly between New York and California, which would be inconsistent to what is reported in this case.

I wish there was more information available online so we could better answer these questions.
 
The necklace found on the Jane Doe in this case reminds me of the necklaces that were worn by many young teenage females at the time. I can't recall if they were popular with an older, more mature crowd. They were those stretchy "tattoo" chokers meant to fit comfortably but tightly, and slightly resembled the tribal tattoo style, hence their name.

I knew a few 11-14 year old girls from the church group I led who rocked these in '99.

Does anyone else remember these, or if they were popular with older age groups? The necklace found with this unidentified young woman was a different style than the tattoo chokers, but it may have sprang from the same trend.

In late 2000 I was in 9th grade and my sister, Cyndi was in 5th grade. She had one of these tattoo chokers that she wore 24 hours a day for months until it practically disintegrated, and many of her friends had them too. I remember that once I started high school, anyone wearing a tattoo choker was seen as super childish. FWIW, this was in Nevada, about 6 hours from the Great Salt Lake.

I wanted to address the 'spina bifida' and first vertebrae question posted above.

Spina bifida refers to a condition of the LOWER spine (lumbar and sacral vertebrae) while 'first vertebrae' refers to the highest up vertebrae in the neck - upon which the skull rests.

There is no connection between the two conditions.

As an aside: How does one go about getting verified as an expert? I have a master's in nursing, with most of my 30+ years of experience spent in pediatrics and pediatric ICU.I feel like I would have something to contribute to the medical discussions.
 
I'm going to look into the 2006 Nikole Bakoles arrest; I'll post this on the Nikole Bakoles thread but thought I would mention it here as well. I spent a few hours yesterday and couldn't find any arrest for her after 1999 and would have expected to have found this using the resources I did. However, I found that listings for her with different spellings of both her first and last name so I need to look some more. I will update on what I find out.

I'm thinking on what other possible matches there could be for this case but I am coming up empty so far. I operated under the assumption that this woman was connected to the area. But the hair analysis suggests her last few years were transient.

Additionally, the bones were found 100 feet off of Interstate-80. So another question coming to my mind is was this death an accident (such as a drug overdose or a medical condition), or was her body dumped in this place by someone who killed her?

If Sally Saltair is a murder victim, I-80 would have served as a good corridor to transport a body to a place where it would not be found immediately, as well as a place away from the crime and the victim's residence. If this is the case, then searching for missing persons in Utah, Wyoming, and Nevada near the I-80 area would be a good way to go.
It's been a while since I was in this area, but if memory serves me right, this would not be a place where one would be unless they were hitch-hiking or were a passenger in a car that pulled off of I-80.
Ok, I hope these thoughts stimulate some better thoughts.

Saltair, as well as other lake shore line spots, is an area that we walked in when looking for Susan Powell. You are correct that Saltair area is not a place readily accessible; you have to pull off of I-80 and then drive in. When we lived in SLC I remember hearing about this case and that Saltair was an area for partying, men hooking up with prostitutes and truckers pulling off there to 'party'. When I read the beginning of this thread my first thought was that a trucker would be responsible for dumping her; the moving around the last 2 years made me wonder if the victim was a prostitute and was traveling around different states with truckers. Other thoughts are that she was involved with a biker or worked the rallies, ranging from Sturgis to the West Coast. She may have gone to raves in those same areas, I'm wondering what drugs were detected in the hair strands. The mobility of the last 2 years does suggest runaway and someone engaged in prostitution. I believe in Nevada that girls who have worked in places like the Bunny Ranch have state issued IDs.

In response to an early post, I am not seeing any American Indian features and this could have been ruled out by dentition.
 
How accurate are the estimated weight post mortem? They state they believe she was 80-100 lbs in life. If this was accurate this would narrow down many of the cases as most of the women posted in this thread are 115 and over. (I am new at this!)

I'm not sure how estimations of weight are done based on skeletal remains, but some of it is based on the size of the clothes (if clothing is found with the remains).
 
I feel like the family of this missing person should be able to find their loved one with this info! Well kept teeth in childhood meant she had someone taking care of her. She has a spinal deformity which makes her unique. A facial reconstruction. We know she was from the northwestern states. Was she a runaway or was she kidnapped and this was how often her abductor changed locations? This case really bothers me. I feel like there is so much information here that someone missing her should be able to link her to this body. :(
