He said if you show up to volunteer, they have a few ground rules.

"Wear light-colored clothes, preferably boots, gloves," Slabinski said.

If you’re searching with Slabinski’s team, or decide to pick up your walking stick and strike out on your own, he said the number one rule is not to touch anything.

The Missing Person’s Advocacy Network recommends getting permission before searching anyone's property, taking a picture of anything suspicious you find and tagging the area near it with brightly colored tape for police.

The group also said you should bring a first aid kit, a map, water, a flashlight and protective eyewear.

Attorney Jeffrey Ambrose said he received word from the Hampton Circuit Court on Thursday, Feb. 17.

Hampton police previously asked for information from anyone who had seen Codi since Christmas.

However, police on Thursday sent out a tweet that asked for information from anyone who had seen Codi in the past three months, which goes back to mid-November. Police also said anyone who has home cameras near Buckroe Pointe apartments to come forward.

A Hampton Police Division spokesman said the new release Thursday “was intended to do several things”: Renew the request for people to send in video footage from the area, and gather more comprehensive information about Codi’s whereabouts.

The spokesman also said the expanded timeline will help investigators build a “comprehensive picture” for the case.

“Cory, when I spoke with him following the chief’s disclosure, was happy that people understand now that he was telling the truth — that he was trying to have his rights and that, unfortunately, they were not honored,” Ambrose said.

Ambrose is still waiting on copies of the interrogation videos, as well as documents and reports, that should be provided to him by the Hampton Commonwealth’s Attorney’s office.

“Certainly at any time there is a violation of a citizen’s rights, there will be legal consequences for that,” Ambrose said. “As we understand the full scope of what happened at Hampton Police Division headquarters during that investigation, we’ll understand better what the definitions of those consequences might be. Certainly, I expect that they’re going to be large ones, as this was a substantial breach of civil rights.”

Search for Codi Bigsby expands to Williamsburg, York County | 13newsnow.com

A small non-profit organization called W.A.T.E.R. Team Inc. has covered a lot of ground in the search for Codi.

On Friday, the organization's founder Joe Slavinski hit Williamsburg, York County and Hampton.

Slavinski said if Codi possibly disappeared in November, that complicates the chances of finding him.

“So now you have to look at the fact that if Codi was placed in the environment, half of this canopy if not most of this canopy was still in the trees,” Slavinski said. “Those leaves didn’t start coming down until mid-November through December.”

“If he was placed out here, he has been covered up by matter that was above him,” Slavinski said.

The Hampton Police Division confirmed that bones they found over the weekend are animal remains. Slavinski said he turned in a bone to police this week, but they said it came from a dog.

W.A.T.E.R. Team Inc. needs volunteers to join the mission. During the search for Codi they are also chasing other missing person reports around Hampton Roads.

  • A neighbor said there was little adult supervision.
  • “This is an example of adults not paying attention to children over there. I never heard of an adult over there. I never saw an adult taking out the trash. I never saw anyone come in and out of there,” the neighbor said.
  • But he could hear them — all day long and into the night. The neighbor said he would bang on the wall to get the children to be quiet.
  • The neighbor would go to the Bigsby front door.
  • “I banged on his door. He wouldn’t open his door to talk to me. It was always through his door… He would say he’s sorry,” he said.
  • Another neighbor confirms the door never opened.
  • “I didn’t know what Codi looked like until he disappeared and saw him on the news,” he said.
  • He never saw the children outside.
  • “I would yell ‘Let them go outside.’ I would yell through the wall’ like no kidding’ we have all these fields… Let them go out and play,” he said.
  • The neighbor says the charges don’t surprise him.
  • “Because all I ever heard was crying and all hours of the night and day. Just yelling. The kids were mad. Not the adults yelling, it would be children crying and stomping on the floor and you hear it all day,” he said.
  • “I saw them one time. I was leaving my apartment maybe a year ago… They were standing on a dresser. Both of them in diapers, and they were just standing there waving,” he said.

Slabinski says if someone was looking to harm Codi, he believes the woods could be a potential hiding place for human remains and couldn't be ruled out, despite being several miles from Codi's home in Buckroe Pointe apartments where he was last reported seen.

The searchers followed a strict method, Slabinski says, to cover as much ground as possible.

"The team right now is completely composed of military vets, most of us combat vets. We have a sense of getting through woods," he told News 3.

It was just after 10 p.m. on Jan. 31 when investigators gave Cory Jamar Bigsby Jr. a lie-detector test about what happened to his 4-year-old boy.

Bigsby had reported Codi missing from the family’s Buckroe townhome about 13 hours earlier, and had spent all day at Hampton Police headquarters answering investigators’ questions.

But just after 4 a.m. — about six hours after the polygraph test — the 43-year-old Bigsby and a Hampton police detective got into a shouting match over the results.

“There was a heated back and forth,” Hampton Police Chief Mark Talbot said at a news conference last week. During the argument, the chief said, Bigsby twice “indicated that he wanted to have legal counsel with him,” but was ignored.

“My assessment is that his desires should have been honored,” Talbot said. “They weren’t.”

As each day goes by, Slabinski said things get more challenging. He said also said having little information on where to look for Codi has been causing some frustration.

“The chief needs to understand that everybody out here is focused on one thing, and that is to find Codi, but he has to give us a little bit of information to help us with trying to pinpoint where we need to be,” he said.

Monday morning, community tips led the team to search a small wooded area behind Emmanuel Episcopal Church in Hampton. A team of four went through the area a few times, but found nothing that would lead them to Codi.

This location brings their search efforts closer to Codi’s home on Ranalet Drive after the team focused much of its efforts last week outside of Hampton.

Bond hearing for Cory Bigsby postponed
  • The bond hearing for Cory Bigsby on Friday, Feb. 25 won't happen.
  • His attorney wants more time to review video of Cory at police headquarters.
  • After the circuit court judges recused themselves, the VA Supreme Court appointed a substitute judge for the bond hearing when it is held.
  • There's currently no new date for the bond hearing.

As the search for Codi Bigsby continues into a fourth week, experts from the National Center For Missing And Exploited Children say now is the time to keep sharing his image.

Vice President of the Missing Children Division John Bischoff III says sharing his photo could encourage someone to speak out.

“Someone out there knows something and we need that person to come forward,” he said. “We need that person to report that information. Report it to law enforcement. Have it be investigated. And, who knows, it may just save a child.”

Talbot says calling the FBI in just two hours into the investigation is not protocol, but they knew from the beginning something was wrong.

"I’ve never put more resources into a case than I put into this one," said Talbot who has been in law enforcement for 28 years.

Just two weeks ago, Talbot told the public that the lead detective on the case did not honor Cory's request for an attorney during a heated exchange.

On Friday, Talbot says that detective is still on paid leave.

He says the investigation has been emotionally very difficult for both the community and his officers.

"Some of the saddest moments of this investigation have involved seeing deeply into this child’s life."

Over the last month, police have continued to widen the timeframe of when Codi was last seen.

As of Friday, they still aren't sure.

"We’re still not sure when the last time somebody saw this child healthy and talking and playing. We still don’t know," says Talbot.

"The conscious choices of adults to not tell us things."

As the days have turned into a month with no answers, John Bischoff, the vice president of the National Center for Missing and Exploited Children, said public interest and support could begin to fade.

"As time goes on, unless you’re directly tied to the missing child, unless you're a family member, a neighbor, very aware of the child, you may lose sight that the child is actually missing," he said.

Bischoff said the community can’t let that happen.

"It’s too early to give up hope that we’re gonna find this child," he said.

So, to keep hope alive and answers coming in, he said now is the time to blast Codi’s picture everywhere.

"It’s important more than ever to keep the poster out in the community, to keep sharing his image to let the entire community know that there is a missing child."

Thirty-two days ago, little Codi was reported missing by his father, Cory, who told police he woke up the morning of January 31 and his son was nowhere to be found.

There’s still no word on where Codi is, but community members are continuing to search for him in Hampton Roads. A small group of volunteers searched woods in the northern section of Hampton Friday.

One volunteer says it’s too early to give up hope and says momentum is still within the community.

Saturday evening, a small group gathered at the Hampton Soccer Fields in an effort to “light the way home” for the toddler. The fields are next to the Buckroe Pointe Apartments where Bigsby was last reported to have lived. A tribute has grown along a chain-linked fence, complete with dozens of stuffed animals, balloons and a giant poster.

It’s the location where SC of Newport News decided to invite people to gather to light a candle.

“Lighting the way home for Codi. We haven’t given up on him,” SC said.
