It wasn't the wallet that was found on the bridge, it was the cell phone.
Apparently the wallet as well: http://www.websleuths.com/forums/showpost.php?p=7170694&postcount=74

Ah, I stand corrected, thank you! Somehow I had missed that. Both wallet and cell phone found on the bridge, on the side where there is no pedestrian traffic. Is it known how close together they were? Forgive me if I've missed something (else), but is there any thought of sending divers into the river? Would that even make any sense?

FYI, here's a live webcam of Woodrow Wilson Bridge. If someone had stopped, I think LE would have seen it on a video somewhere:
http://www.chart.state.md.us/TravInfo/trafficcams.php#
Then find the link that says "I-95/495 ON WOODROW WILSON BR-MD"
Other possible Capital One locations:
Oxon Hill(this one is RIGHT off the beltway)
A couple just outside Suitland (which, when my husband was there at ONI in the Navy, was not the safest area!)
And then another In Lake Arbor.
Oxon Hill is just as bad as Suitland. Maybe worse.
Body washes up in Elk River
......."Based on the amount of decomposition, the body had been in the water for at least a few days,"........
