Va - Murders At Bunny Man Bridge

My first take upon seeing the spray painted message was that this murder could be gang related since the color red is sometimes a gang color. However, IMO it could just as easily be staging that the perp is using in an attempt to make it appear to be either gang related, or to be a lover-scorned type situation. What motive would someone have for placing that message there? That is the question..
