Circumstances: Note: Case is entered in Delaware, however individual is not missing from Delaware per say and never had actual residence in DE; last know location was Blacksburg, VA 11-24-1983. Reportedly was on a bus north-bound passing through MD, DE, NJ with final destination of NY

Randolph James Sedlack is not currently listed as a missing person with any law enforcement agency or in NCIC at this time.

Randolph James Sedlack diagnosed in 1983 as having severe mental disability, mental illness and schizophrenia.

Blacksburg, VA Police closed case in 11-15-1983 (no evidence of foul play).

There was a 1991 NCIC missing person entry from Keene, NH Police Department, which has since been deactivated (although individual was never located).

The FBI was contacted by this NamUs reporter 12/4/09 and it was requested that a missing persons report be filed in accordance with National Crime Information Center “Categories of individuals covered by the system" C. Missing Persons: 1. A person of any age who is missing and who is under proven physical/mental disability or is senile, thereby subjecting that person or others to personal and immediate danger.

While searching I came across this file. How wonderful! What a great guy is Mr. Hal Brown. Randolph almost fell through the cracks, thanks to Mr. Brown he has a Namus file now and his existence is put back on "the map". I tip my hat for him.

I was unsure as to whether there is an active file on Randy, or where Delaware came into play.

My next click was a Find-A-Grave page created for Randy. When I saw who had created this page, everything suddenly made sense.

It was created by Hal Brown, the former medical examiner for the State of Delaware. I immediately knew what had happened – it’s not the first time he has stepped in to get cases entered or get DNA collected for people who have nothing to do with Delaware.

Here is Randolph's grave memorial side, with additional pictures. What a very sweet thing to do.

As you can see there is a mugshot from Montgomery county (I presume Virginia). I wonder what he did to be picked up by the police. Maybe he was not feeling well/acting strange due to his mental disorder. Poor guy.

Both the UID and Randolph's NamUs profiles were even updated just now with them being ruled out to eachother. I wish more law enforcement worked like this!

Actually I thought it was a very good find @chaddylex. Thank you for submitting. Wonderful they replied so quickly with a rule out and even updated Namus. That's very accurate. Maybe there are more (respectfully said) "rip-offs" from Hal Brown then we know. I think it's Great!

I have a question I hope somebody can answer. What stands out to me, looking at Randy's face, is that his eyes turn down in the outside corners. Would that be something that could be recognized in skeleton remains c.q. a reconstruction?

Randy's NamUs page is down. The total number of open cases for VA went down by one but the number or resolved cases stayed the same (509).

This rarely happens, but it's the 4th time it happened this afternoon in different states, so I tend to think there's something wrong with the dashboard. I'll keep an eye on it to see if it changes in the near future.
