They also refer to another incident:
"The vehicle in the first incident was described as a white van, possibly an older model Ford Econoline, that was parked on Midland Avenue adjacent to the school parking lot. The van had a large dent down low in the middle of the passenger side as well as steel bars on the interior of the rear windows. "
Steel bars?!!! WTH!!!!!!!!!!!!!!!
Actually fairly common and not necessarily sinister. It's to keep thieves from breaking out the windows to steal the contractor's tools while the van is parked.
