This guy has at least 7 arrests in Northern, VA. Two in Arlington, 2 in Prince William and 3 in Fairfax County. They all appear to be misdemeanors and only in the traffic violations was he found guilty...the others were either dismissed, nolle'd or released on summons. These cases go back as far as 2004. On some his address was listed as Annandale but WUSA and WJLA give his current address as Willston Drive, Arlington, VA.

He was arrested by US Marshalls at a house under construction in the Town of Vienna, VA.

A Fairfax police official said Friday that authorities identified Blanco-Garcia when forensic evidence from a previous arrest matched that collected during the investigation into Pham’s slaying. Blanco-Garcia was not a suspect when the analysis of the evidence, completed this week, pointed to him, police said.

True but there was a charge of driving 101 in a 60MPH zone. That is not only speeding but reckless driving and anything 90 MPH and above is eligible for an arrest on the spot. And, before he killed Vanessa, there was a public swearing/intoxication charge where he was released on his own recognizance.

What is unconstitutional about checking a person's immigrant status upon any case of breaking any law? Everyone should be required to show proof of identity and status...when they are arrested for anything. This apparently is not the case and it needs to change.

Driving w/out a license, driving with an expired inspection sticker, driving without insurance, driving with expired tags, etc are all indications that either the person is in direct disregard of the law or possibly unable to get proper IDs and certificates. These types of charges ought to be a red flag and warrant further background checks on ANYONE who breaks tese types of laws.

I'm just saying that's not the way the law is written right now. They probably couldn't have done anything even if they had wanted to.

We aren't a police state. We don't have to account to the police for every movement, and we have the right to be presumed innocent until proven guilty. I'm not going to say this particular guy has much ground to stand on, but it's to protect all of us, not just him.

A fingerprint match led police to arrest a suspect in the high-profile slaying of a 19-year-old Falls Church woman that had gone unsolved for 21/2 years, according to a search warrant.

The break in Vanessa Pham’s killing came after the 27-year-old Falls Church man was recently arrested in an unspecified crime in Fairfax County and his fingerprints were taken, the warrant said.

For more than two years, detectives searched for Vanessa Pham’s killer. The alleged murderer was tracking them, too, according to a search warrant.

According to the warrant, Julio Miguel Blanco-Garcia told investigators he monitored the probe into the high-profile slaying of the college freshman from Falls Church using the Internet, tracking new information as it was reported by the media.

Vanessa's alleged killer's trial starts soon.

Supposedly, he had an infant in the car when he killed Vanessa.

Here is what I just don't get. He approaches Vanessa seeking a ride to Inova Fairfax Hosp. He tells her he needs to get his baby to the hosp. Apparently, she agreed to drive them but turned the wrong way onto that service road as opposed to driving a few more blocks on Gallows Rd to the ER entrance. Supposedly, high on PCP, he becomes enraged and begins stabbing her because he thought she was going to call the police.

The car hits the curb and flips to one side. Now, this is where the story is crazy. He says he climbs out the SUNROOF and reaches in and gets the one year old. Right there, on a bright sunny day, at around 3:30 PM on June 29th and he climbs out the sunroof and grabs the baby, walks away, all bloody...and no one saw any part of that. A women called in the overturned car but she didn't see a man and a baby climb out, WTH! When police arrived minutes later the wheel was still spinning!

For the life of me, I don't understand why LE doesn't release more info immediately following a crime. B_Garcia, with his baby, had to be on camera at that strip mall. If they had suggested that there was someone with a baby in Vanessa's car, then maybe someone might have remembered a man walking away with a baby...and cleaning blood off his hands with baby wipes.

I understand why LE holds back some info, like a baby bottle tucked in the map holder, bloody fingerprints on the exterior of the car and interior and part of the broken knife found in the car, but a man with a baby...someone in the public might have come forward with relevant info and a good description. This is maddening. That poor girl was trying to be kind.

BBM - Or, it could indicate that the person doesn't have the money to pay for those "regulations" but still needs to drive their car to work.

I can see checking a person's immigration status (and deporting them) if they've been convicted of a crime; not just arrested for "anything". What a can of worms!!

But, it seems as if LE didn't have enough to connect that "a man with a baby" murdered her, so they couldn't have released that info. They knew that she was stabbed to death, that they had no witnesses (though it was a very busy area), and that she (for all intents and purposes) was squeaky clean. IMO, the truth here is stranger than fiction. He had a baby with him?!?! She was, minutes before her death, hired as a nanny?!?! I agree that it is unbelievable that no one saw SOMETHING relevant. I would guess the baby bottle threw the investigators for a loop for years. It will be interesting to see if, by re-looking at that video, LE will be able to see him walking around the parking lot.

My heart goes out to her family and friends. What a tragedy.

If you're driving by an accident, the car will block part of the view. If you're crawling out the sunroof and reaching back to get someone inside, you probably aren't standing up. I can believe that nobody was in a position to see him.

I was shocked when I read about this new development. I think about what I would have done had I been in her position, with a man holding a baby saying he needed to get to the hospital. The hospital is just a mile or two down the street. I think I would have done what she did...and I hate that because of this guy, I will now think twice. This world we live in...

Agreed. I think I'd certainly feel uncomfortable about driving a stranger anywhere, but if I thought a child's life may be in danger it might be enough to override the voice in the back of my head.

In March (I can find the actual date through email messages if needed), an older green (not manufacturer green, but aftermarket paint of some sort) SUV tried to get me to pull over on 29N in the same area and when I didn't, tried to run me off the road into a ditch. I have a smaller car and it wouldn't have been good.

I braked very hard, swerved around the SUV and then hit the gas, flooring it and praying a cop would pull me over. No cell service in that area on 29 and I have both nextel and at&t phones for emergencies. Absolutely NO license plates on the vehicle. I think it was one of the first generation chevy SUV's.

The officer and I lost connection about 10 times and we kept calling each other back. I was very impressed with how seriously they took it...only because I'm from Miami and that sort of thing has happened to me once before (live in VA, though). A relative made me call police, telling me it could be very important for them to know in case any other crimes have occurred (her son is in LE in VA). You'd think as a WS member I would have, but I just wanted to get home first. Glad I called now. Had never heard about the 29 stalker until a I got home - I just moved to VA last year. Family was shaken.

I gave them the best description I could...don't know if I should post it here.

This is eerily similar...although I wasn't in a parking lot. I will go over my bank statements for that day as well and see if I stopped anywhere on 29. Interesting.

(Another thing - I look a lot younger than I am. When I thought about that event the next day, I guessed the person must have assumed I was young and would have pulled over, assuming something was wrong with my car. He pointed at me/my car but I'm not sure why. I knew nothing was wrong, first off - I've been driving quite a long time...and secondly, I wouldn't pull over until my car wouldn't go any further in that situation.)

Hoping this helps in any way, although the police already know about it, I think the public should, too.
