It's been pointed out that these remains could be of Mark Jay Hess (MP36253) but he has not been publicly ruled out.

Authorities have released the identity of human remains found in 2022 in a bank along the Nooksack River in Ferndale. The remains are those of Mark Jay Hess of Ferndale, who was reported missing in 2002, according to a news release from the city of Ferndale.

 
It's been pointed out that these remains could be of Mark Jay Hess (MP36253) but he has not been publicly ruled out.

It has now been confirmed. Sad outcome for the family.
