<<Kelsey was 18 years old when she disappeared from Everett, Washington on May 9th, 2009. She was last seen alive leaving her home on 100th Steet in Everett, headed to visit a friend in Seattle. Her plan was to travel by light rail to Seattle on either Sound Transit #510 or Metro #101/358. Her cellphone lost power at 8:00 pm that night. She never arrived at her destination and was not heard from again.
Kelsey spent much of her early life in the hospital due to intestinal issues. When Kelsey was three years old, her parents divorced. Her mother then re-married to another man a year later who turned out to be physically abusive. After three years, Kelsey's mother took her and her siblings and left the state, changing all of their names in order to stay safe. When Kelsey was 12 years old, she began to engage in a lot of risky behavior including selling and using drugs, sexual activity, being truant from school, and even totaled her mother's car. Her mother, Sarah Collins, said the juvenile system then intervened but did not help Kelsey's situation. Kelsey was sex-trafficked under the name "Lady Dollars" by an older man that manipulated her by pretending to be her boyfriend. She was trafficked in Seattle and Portland, Oregon under several different pimps. Kelsey's mother believes the pimps were physically abusive towards her as she reportedly saw bruises on Kelsey, but Kelsey denied this. Kelsey was arrested for prostitution at the age of 16.
One of Kelsey's pimps was charged with interstate sex trafficking of a minor in 2008 and Kelsey agreed to testify against him. Kelsey disappeared weeks after giving her testimony at his grand jury hearing. She was still actively prostituting at the time and had been arrested in 2009. Because Kelsey did not appear in court for his trial, the charges against the pimp were dropped due to lack of evidence. The pimp ended up pleading guilty to another child trafficking case involving a 14-year-old girl and was sentenced to 15 years in prison. >>
