On April 14, 2010, the House of Representatives passed the "Truth in Caller ID Act of 2010" and will be reconciled with the Senate version passed in February. It is anticipated that this bill will be signed into law by President Obama later this year. Under the bill, which also targets VOIP services, it becomes illegal "to cause any caller ID service to transmit misleading or inaccurate caller ID information, with the intent to defraud and deceive." The bill maintains an exemption for blocking one's own outgoing caller ID information, and law enforcement isn't affected.

COEUR d'ALENE - Charles A. Capone pleaded innocent to federal gun charges Thursday.

The 48-year-old Moscow man, who is a person of interest in connection with his wife's disappearance, entered "not guilty" pleas in U.S. District Court to two counts of unlawful possession of a firearm. Two previous felony convictions prevent Capone from owning a firearm, which an indictment alleges he did in both October 2009 and February.

Capone's wife, 40-year-old Rachael Anderson of Clarkston, is the subject of a multiagency investigation into her whereabouts. Capone is believed to be the last person to see her, in Moscow on April 16.

No charges have been filed in connection with the missing-person case, and detectives note Capone has not been named as a suspect.

A jury trial on the gun charges is scheduled for July 6 before Judge Edward J. Lodge. Capone remains in federal custody in Bonner County.

It amazes me how VAGUE the Lewiston Tribune is.... Do they not want to print in the hometown paper that they have "several persons of interest" for a reason?
Had I blinked I would have missed this article all together.
I know we want any media coverage we can get but the Tribune didn't even warrant adding a picture to the story.

I don't know why they haven't charged him with anything against the harassment charges especially since he allegedly admitted to it. I would think or hope there were cameras at her employment or surrounding businesses that may have caught the somebody vandalizing her car, but being a small community, maybe not. Just hope. Same with the bus stop--I'd love to know IF they have anything. I live in a city, so believe me, you can't get away from them; and with technology today, anyone can be taking a pic or video of you and you wouldn't even know it. ie: in the case of S Koecher he was walking down the sidewalk in a retirement community and a home surveilance system caught his last actual visual sighting. The guy with the video was a retired US Marshall.

Re: the LT article. Yes, pretty vague. Both of the last articles negate to mention "firearms"--more than one.
The Trib says he is not a suspect..while correct, they could have mentioned as did last night's article, he is a person of interest as well as others.

The most disturbing was the neglect of the most important.....asking the public for any info on RA or the Yukon (or any vehicle) in which something "odd" could have taken place between just north of Moscow--to any local within Lewiston. Someone mentioned truckers and truck stops. Would be a good place for posters, but what if someone "involved" owned or had access to one and RA is many miles away? Most people wouldn't go to that much trouble, as I believe in this case she is within 50 mi. of Moscow, but completely possible.

It is sad that most kids think it is all about the "parties" my kids, 3 and 6, know it as a time to go see great gramma & grampa and gramma place flowers on her grave and clean it up. We have a little picnic at the Cemetery and remember what we can (although my girls never got to meet her) they know it is a very special/hard time for their daddy. Then we always walk around and talk about all the little flags placed on the veterans graves.

Rumor from a friend says that the surveillance cameras from Dynamart where the Yukon was found were pointing the wrong direction. Not sure if that means they got nothing or if that just means they couldn't see the Yukon. Sure wish they would make some information public.

I want to say they must have been dating that summer, if he had a photo of her B'Day party. Does anyone know where that took place? Sooo many questions. JMO...but I think he was using RA for something....either something related to the business or perhaps a bit of money or both. I think there are some men who will chase a woman with young kids ---knowing extra money (child support) is coming in. (Pigs) Wish info could secretly ask around up there----safely. I'd be going in The Plantation for a little drink and interesting conversation myself.:innocent::waitasec:

She did a great job. I'll update the timeline with this new version. I love the pic of her in the raft and with the little one with the wild hair...precious. It really shows RA's love for life and the people in it.

Why couldn't he just leave her alone and get on with his life. Some reason(s). She outed him, besides saying I made mistake, and moving on. I don't think she knew or wanted to believe how dangerous he really was; especially if he had been drinking. I can't help but keep seeing a scenario where she challenged, confronted or threatened him. His anger, resentment plus the alcohol prolly overtook at that point. He's where he belongs and hopefully where he'll stay. My heart goes out to her family. She was a sparkling light, assuredly, in their lives.

I haven't looked at that business license files in awhile, but wasn't she listed as something like office manager? Not that it indicated she ever did the job, but I have to think this was part of CC's need to control every aspect of her life, and maybe was trying to get her to quit her job, schooling, whatever life she had in Clarkston/Lewiston and actually come and work "for" him.

That's what a controller would do. Of course if she didn't see that, and at that point was in love with and making plans to get married and make a life together, that also would be a logical step in a meaningful relationship/partnership/marriage.

Just don't think this fell into the latter category, although she likely thought so until the abuse started.

Any of her friends here know if she had plans to move to Moscow and work with CC in his shop??

Then again, it may have been as simple as he wanted to keep his name off the business license, or NEEDED to. I'm not sure what the laws are in ID regarding felons and business licensing, since I fly straight. I do not recall seeing his name on there ever as registered agent. Prior to Rachael it was a man who appeared to be his partner and I seem to recall sold out to CC. He was of retirement age, so I took nothing more from that than he was ready to get out and slow down and have more time to fish. But I sure wish I knew what that guy was/is thinking about CC!

Weather turns decent tomorrow and I can get out of my work "cage" I'm headed down to Palousey Land and count grain elevators and look for slightly out of the way places one could leave a body and not expect it to be found.

From my understanding although they were looking for a place to move into together I don't believe she ever had any intentions of quitting her job at St. Joe's to work for him. I think he needed it all to be in her name just to save his a@&. JMO. So I do see that as part of his using her. I am sure it was a control thing also.

My apologies for any past confusion on FJB or EJB----I had them confused at one point. EJB was his mother and had thought she was involved with the business. NOT.

Although, I am curious if FJB was the person who cut the boys hair the days before her missing????? The shop is in Moscow. OR if FJB dated CC at any point?

There is another person not mentioned in awhile, that he apparently had connections to: RDV---whose past illegalities are mentionable too.

Last is TCD, who we have not really connected. Some have thought his sister in CDA (restaurant), but Fapone said no...no connection. Some thought the third X-wife, but her initials are said to be DS. Sooo???? Who is this mystery lady?

I don't think FJB is related to RB. RB is from SLC, UT. But you are right that she lived on 4MR too. I wish we did have confirmation on her dating CC---especially for 9 years. I was just trying to find out on GFY and LY from the business and found another business: G & L Investments, LLC. I found the organization and they are the only members, but that's it. Can't find anything else, except for the last year of the co. she was not listed. I'm thinking financial probs---that was just about the time of the mortgage fiasco and world wide financial debacle. I don't know if they are together or separated. Can't find divorce anywhere; and in Idaho, just one or two speeding tickets between them. Squeaking clean.??? Found addy in AZ for LY. Links to Brooklyn for him. Possible old time buddy of CC's?

CC and FC divorced in 86 I think and MM/CC divorced in 97--if my memory is clicking right now. He was incarcerated in 98 I think til 2001. Don't know the timeline for him re: DS--when married or divorced; nor can I find any connection; although, I didn't really look too much.

Haven't gone back into RDV either; just remembered--in Id. at least, he kept LE pretty busy.

I can't imagine or want to believe anyone was willingly involved in RA's disappearance. I think CC could have deceived someone into something, somehow tho.
