62-year-old Carrie Ann Winters was last seen on March 27, 2026, in the morning (approximately 7:00–8:00 a.m.) by her partner in Vancouver, Washington.
Carrie had planned to go hiking at Dougan Falls in Washougal, Washington, but did not return home.
Her phone was left at home. Her partner later located her vehicle at Frenchman's Bar Regional Park with her purse and keys still inside. Carrie has not been seen since.
She has tattoos on her neck, torso, arms, hands, and legs.

Yelp has reported in March of 2026 that the business is permanently closed.

(If you click the link she attached for the business on her LinkedIn page it now comes up as a business with the same name in Dubai so I'm guessing when the current business closed, the domain was picked up by someone).

Nothing yet on Vancouver/Portland news. Carrie's spouse has posted. Looking at her FB page, she had photos of the two of them in her timeline going back 13 years. My heart goes out to her.

A body recently recovered from the Columbia River has been identified as a 62-year-old woman who went missing nearly a month ago, Clark County officials confirmed Tuesday.

According to Vancouver Police, Carrie Ann Winters was reported missing on Mar. 28, and was last known to be near the Frenchman’s Bar area in west Vancouver.

The Medical Examiner has yet to release Winters’ cause and manner of death.

Her spouse has stated in an unverified FB post where she was found. Since it's unverified I can't link but Carrie was NOT found in the water but near/adjacent to a road. ME reports on the cause of death are generally considered public records, but they are often released only after toxicology and investigtion results are finalized (on average 3-6 months). Specific sensitive details, photographs, and witness interviews may remain exempt from public disclosure.(why if you look at crash photos at the NTSB site under "docket" for the case not ALL of the photos we took are there). While the ME must release this information to legal representatives and public health officials, the extent of public disclosure varies by state law. I'm not sure what the law is in Washington State.
