they are in full butt-cover mode. might need to sue under the freedom of information act

Nope, it'll be released, they won't fight it. They will minimize the damage and they will know that means releasing it and then fighting all the public outrage at once. And this way, they may be able to make all the bad press fall squarely on the one officer.
