WI - 7 children lived in filth despite child welfare visits

I cannot comprehend how and why this woman had access to her children. What in the hell is going on in this city? Why is this acceptable to people in this community? What is preventing Child Protective Services from doing their job?

I have been told that if children aren't in danger and can reach food then child services won't take them. Although, that tub of filth is dangerous. My grandson's mother's family are filthy but there is not one damn thing we can do about it. He and his mother live with that family.
