@Teamir I was doing some digging the address mentioned in the court records '22-A Catlin Courts' is a 136 unit development that still existis today in Superior WI.

Hence the development is part of public housing. There can be records. I am certain the family member can request information from the developer and they will provide it but she has to provide proof such as a certified death certificate and a copy of the probate. Which I doubt she possess ( I mean the daughter).
Again, I don't have experience when it comes to US law when it comes to these matters, this is JMO but I do have experience within the property law legal field from another jurisdiction.
Sadly, I very much doubt this information will be provided but the information that can be vitial would be when did he left the public house. If he had left the state, he has to notify the development. I am not sure, how it works in WI. But from my experience the developer must be nortified prior to vacating the premise.
This might be a good lead as it would show when he left the state of WI as he would have to leave the development.
