Olivia is from Bridgeport, IL and is in Milwaukee for treatment at Lad Lake St. Rose Campus.
She is not familiar with the area and is not acquainted with anyone from the area.
She left Lad Lake with another teen. The other teen returned and told the adults that they were concerned.

Olivia was last seen about 8:30 p.m., April 17, near 88th and Vienna.

On April 27, the Milwaukee PD upgraded her case from Missing Person to Critically Missing, after they received a tip from a man who said he spent 4 days with Olivia. The police have interviewed the man.

Many of the children on the Milwaukee missing list are from treatment, foster or group homes. Many are repeat run aways in those homes. Some are lock and key doors, some you can leave but then you aren’t allowed back. Rules vary.

The children in these homes are all high risk - either behavioral or mental issues, are there as criminal rehabilitation, or physical issues. No doubt many of them feel abandoned. So no matter what, these kids are all critical missing. But like in some cases, the place didn’t inform anyone for two days. That’s huge in missing person time.

So combine vulnerable, exceptionally at risk kids with rules they don’t like, combined with incompetent reporting…. Or no reporting… combined with the police not listing all of the children on ncmec, you see where I’m going. This is going to happen repeatedly. it’s not just the homes, it’s the whole system.

I’m not sure the biggest fault is with the homes. I think the fault lies in lax reporting and not putting all children, regardless of age, on the news and on ncmec.
