"Alderman Khalif Rainey made plenty of excuses, stopping short of outright condoning the violence.

The alderman said Milwaukee is “the absolute worst place in America for African-Americans to live in the entire country.”
He said black people are “tired of living under this oppression” and while he said he didn’t justify the violence itself, “nobody can deny that there are racial problems here in Milwaukee, Wisconsin, that have to be rectified.”

Rainey even seemed to threaten more violence.

“This is the warning cry,” he said of the rioters burning their community to the ground and shooting at firefighters who tried to put out a gas station fire."

I guess my question is was he aiming the gun at the officer?

The chief said he has reviewed the body-camera footage of the incident and said it shows Mr. Smith holding a gun. The footage hasn’t been publicly released.
“The individual did turn toward the officer with a firearm in his hand,” Chief Flynn said, adding that the officer who shot Mr. Smith “certainly appeared to be within lawful bounds.”

It was reported he pointed the gun at the policeman.

I heard about this but did not follow. My thinking was he was armed - so did not think it would riot. Is there something about the inident wherein it is beleived the guy was not armed?

I have serious concerns about LE in this nation - but what is the reason this one ignited all this?

Was it because he was fleeing but did not do anything but run - shot in the back, or did the deceased threaten the officer with his gun

quick fill in anyone??

It's been emphasized in a number of articles that the suspect was shot in the chest and arm-- not the back. Authorities who have seen the body cam video, and stills take from the body cam, state that SS was holding the gun, and facing the officer, who twice ordered him to drop the weapon. Also released today (tweet upthread) is that SS and the officer knew each other-- went to school together. So that adds a layer to what we know, and the dynamics of the encounter.

As to "why" this particular encounter set off these particular rioters, who knows. They are very impulsive in their criminality, so to try to rationally or logically put meaning to their emotional tantrums is an exercise in futility. These rioters are not thoughtful, intelligent people, IMO. As someone said upthread, critical thinking is not their strongest skill set.

It seems to me that ANY encounter with police that ends up with a suspect shot is reason enough for BLM and their radical activists and supporters to riot. The facts don't seem to matter. Any excuse will suffice. In the early hours of this situation, the excuses were that this was "racist" profiling by "racist" police preying on black men, for a mere "traffic stop". Then we find out the car is almost certainly stolen (rental car) and the occupants were engaged in suspicious activity, that SS bolted and ran, and then turned and faced the officer and refused to drop his weapon. Then it was released that the officer who shot SS is black, so the "racist" excuses by the alderman, and others, changed to "patterns of oppression", economic depression, "policies" that don't favor black men, etc. The excuses for the rioting, by the rioters and their supporters, IMO, are very fluid. Those that condone, promote, and excuse this behavior have no limit to the justifications for the violent behavior, and no interest in the truth or evidence. Just as in the Michael Brown situation, Jamar Clark, etc.

A "brother" was shot by a police officer. That's enough justification for these people to riot. Doesn't matter what the circumstances were, or what the truth is, or what the "brother" was doing. And these rioters could care less about "brothers" who are shot by other "brothers", or children caught in the crossfire of gang shootings, or elderly or disabled people they target with bricks in a handicapped van. They only care if it's a police officer, and especially if it's a white police officer. It takes the wind out of their sails somewhat when the officer is another minority (hispanic) or black. Then the "racist" justifications quickly morph into something else, and they are rioting to protest generic "oppression".

so the body cam is really not going to do much, if it comes out to show something other than what they are reporting however.....................

is the basic consensus here (new to story) that LE is, this time, telling the truth??

Regarding the body cam--can anyone offer a reason they would be designed to not record audio for the first 30 seconds?

That just seems wrong...what am I missing?

Some info I found on a quick search.

http://www.wolfcomusa.com/Specs/pre_record_police_body_camera.html

Pre-Record

In the past, Pre-Record was needed to compensate for poor battery life. Pre-Record basically recorded the first 30 seconds of video before a recorder was activated. However, there are 2 downfalls to Pre-Record.

1. Only Video is recorded and not Audio.

2. In a realistic situation that quickly turns bad, an officer will think about self preservation first before thinking about activating his recorder. He'll most likely draw his weapon, his pepper spray, baton, or stun device first. In some instances an officer may be fighting for his life. By the time this stressful situation is under control, several minutes would have passed before he will even think about activating his recorder. By that time, the first 30 seconds of the recording is useless.

We've done way with the old Pre-Record Problem by replacing it with the OTR (One Touch Record) Switch, 6 to 12 hour battery life, 7 days stand by time, and 32 GB of Memory that will record and store 17 hours worth of audio and video. Now an Officer can activate his Wolfcom 3rd Eye recorder as soon as he exits his vehicle and leave it on for the entire duration of the incident and turn it off when he is back in his vehicle. Instead of worrying about battery life and worrying about choosing the right moment to begin recording video, He can now concentrate on what matters most.

Hi !

I find the most insulting part of the body cam sham thing is they can turn them off. There is no need for that function- seems as if it defeats the whole purpose moo

what possible "reason" would there be for a "need" to turn it off if you are doing your job as a pro??

CVR for aircraft record over after several hours - but they would be in huge trouble if a pilot turned it off for ANY reason and yeh there is inapproriate conversation anything happens it comes out on the transcript as non pertinent statement

it has been very peculiar that it has been hard to get anything but old video in such a a fluid event tho ....

IDK the man who was shot's sister has said she doesn't care if he had a gun on the LEO, that they should have used a taser. Paraphrased as I'm trying to get a kid to sleep and only have one hand available. If she were more informed or cared about the lives of officers, she would understand that if a person is tased with their finger on the trigger of a firearm, they will pull the trigger as their muscles contract in reaction to the shock.
