Thanks, but that made it muddier. Do I understand that brand doesn't record audio at all?? It is getting late...

First, I know nothing more than what little I've read online about body cameras. That said, my take on this is that the earliest models had battery life issues that were compensated for by delaying audio for 30 sec once video was initiated. So, it seems to me that perhaps the specific model of body camera that this milwaukee officer was wearing was not the "best, newest" model with instant uploading and one touch recording. The reality is that departments have a budget, and these cameras are a new, very expensive accessory that is in the proess of becoming "standard" for beat cops. Perhaps this department could only afford this model-- maybe the new ones are significantly more expensive. Many departments are in the process of buying and implementing body cams in response to public demand. Perhaps body cams are in short supply, and these are new, but the newest, "bestest" ones aren't available (backordered). Who knows? What is certain is that this department DID have cameras in operation (maybe not the newest models), the camera that WAS available was properly worn, and properly activated (according to news conferences by authorities), and the camera DID capture the interaction in video format, but not audio of the first 20-25 sec., since the delay function didn't kick in until AFTER the first 20-25 sec had elapsed.

So, there will be some who criticize the fact that this model didn't function like some of the "newer" ones, but we don't get to go to war with the equipment we "wish" we had-- we go to war with the equipment we ALREADY have. (A phrase I heard many times while I was on active duty.)

We can't replace equipment every few months as new technology is developed, as much as we might wish we could. That just isn't the reality of budgets and purchasing operations, and the constraints of running real operations. Just like very few people get to buy a brand new car every year, either.

That is an excellent question! My guess would be no! But can you imagine trying to connect to others wifi service every time the people were on the move? :thinking:
Again, as I asked last evening, if one can afford IPhones, they surely one could find a job, because who is paying for all this service? SMH

The local Aldermen were not even pretending like the riots were because of the shooting that night of the fleeing armed suspect. They did not even mention that. They said it was because the local s were so oppressed that they were not putting up with it anymore:

"This is a warning cry," Milwaukee Alderman Khalif Rainey said. "Black people of Milwaukee are tired. They are tired of living under this oppression."

The news conference ended with Aldermen Russell W. Stamper II and Khalif Rainey delivering strongly worded statements about the disturbance springing from the frustrations of black Milwaukeeans and the problems they face.
... He said Sherman Park had become “a powder keg” this summer, and ended his remarks by implying that downtown could be the site of disturbances if the issues facing African-Americans here not addressed.
“This entire community has sat back and witnessed how Milwaukee, Wis., has become the worst place to live for African-Americans in the entire country,” Rainey said. “Now this is a warning cry. Where do we go from here? Where do we go as a community from here?

“Do we continue – continue with the inequities, the injustice, the unemployment, the under-education, that creates these byproducts that we see this evening? … The black people of Milwaukee are tired.
They’re tired of living under this oppression. This is their existence. This is their life. This is the life of their children.
“Now what has happened tonight may have not been right; I’m not justifying that. But no one can deny the fact that there’s problems, racial problems, here in Milwaukee, Wis., that have to be closely, not examined, but rectified. Rectify this immediately. Because if you don’t, this vision of downtown, all of that, you’re one day away. You’re one day away.”

I have been to Milwaukee many times as I have a friend who lives in the area. There have been issues there for years. Hopefully, the community can meet with those that have the power to do something positive. But I do not have much hope. Paul
Ryan and Scott Walker have issues in their own lives, I feel. Walker has plunged WI into a terrible position employment wise. Very low in the US. Unlike MN, a neighboring state, which has done very well with the billionaire Governor Mark Dayton, a true gentleman and humanitarian.

Did you post on the thread where the guy attacked and burned homeless people? That is how I found out about this, I was in total shock! I asked how in the world could homeless people afford a cell phone and then I was informed about Obama. However, my understanding, they could only dial out to 911, who knows?

When I worked with the Domestic Violence shelter, those lucky lucky women who escaped with the clothes on their backs get FREE PHONES! Can you believe the luck? They are phones that people donate because they want new phones. Those lucky women can do things like--- make doctor's appointments! Call 911 if their abuser shows up. Call school to see how their children are doing. Maybe they even call friends or crisis workers or ministers or pastor. Crazy huh!?

Probably getting further off topic, but my family couldn't afford a home phone when I was growing up. I was 18 and on my own, in college, working two jobs before I ever had a phone in my home. Wasn't easy, but living in poverty my whole life made me want to get out. No one helped me-ever. I would have loved to have a phone to call about jobs and schools, etc. I had to use pay phones, often not having enough pennies to make a quarter. That phone program may be abused by some, but I bet it's a lifeline to others.

If anyone is interested in getting their free Ronald Reagan phone, I can help you. First of all, you must be income eligible. Your crappy job such as working at Walmart should do it. Or perhaps you work cleaning offices at night or work as a CNA or you work in fast food or in retail. Someone has to do those jobs. So get one of those jobs and then you can qualify for your free

I did not bring it up. Why don't you ask the person who brought up the erroneous info why they brought it up. It is not good to perpetuate things that are untrue, is it?

Governor Scott Walker was an early candidate for president. He suspended his campaign September 21.

Articles with comments from authorities about the body cam say they were functioning perfectly, and activated at the appropriate time by the officer, just that the audio is "delayed" for 30 seconds once the officer activates the camera. I don't know why they are designed like that, or if that is standard.

Several articles state the entire encounter was 20-25 seconds, so that explains why no audio. Perhaps other officers activated their cameras?

In time, hopefully all these body cams will be redesigned with a magnetic trigger so when an officer pulls out his/her weapon the body cam automatically goes on. That sort of thing. As things evolve, hopefully it will be like a black box recorder on airplanes and in some cars where trained people can go back and look at the events as they unfold.

But leaving it up to the officer to turn on the body cam is a bad idea all the way around.
