It sounded more like the accident was seen from camera footage after the car was found, not in person when the accident actually happened. This is my opinion based on local news casts.

Just the camera and the drivers themselves. Poor visibility that day, probably few people on the road, and it was over in a blink of an eye.

March 11 Update from the Monongalia County Sheriff's Office
The Monongalia County Sheriff’s Office has received confirmation from the San Bernardino County Sheriff’s Office that Singh Sukhjinder has refused to waive extradition regarding the outstanding negligent homicide warrant for his arrest.

I'm not sure at this point if the man in custody in San Bernardino County is named Singh Sukhjinder or Sukhjinder Singh.

That's what I was thinking. My guess is that the sheriff's office just mixed it up in their most recent statement - but who knows.
