The proposed bill would require the disclosure of age, gender, and county of residence of a child fatality or near-fatality; whether the incident was the result of abuse and/or neglect; the name, age, and city/town of resident of the alleged perpetrator if known; a summary of the cause and circumstances; a summary of actions taken by DoHS in response; a summary of prior reports made to DoHS over a three-year period regarding the child or alleged perpetrator and actions taken; and the name of the child in the case of a fatality.

The bill is a response to the actions of DoHS regarding the death of 14-year-old Boone County girl Kyneddi Miller earlier this year. Law enforcement officers in Boone County found her in what they called a “skeletal state” due to years of malnutrition. Miller’s mother and grandparents are facing criminal charges.

"I think this topic has come up because it's frankly the reaction to some of the events that have happened in the state and the lack of information that is there, and unfortunately that's raised, if you will, concerns or even suspicion as to what's going on," Del. Bob Fehrenbacher said.

The case of Kyneddi Miller, a homeschooled teenager found in Boone County apparently starved to death, is a large driving force behind changing these codes.

BOONE COUNTY, WV (WOWK) — The trial of Kyneddi Miller’s mother and grandparents will not be moved out of Boone County, a judge ruled on Friday.

not much was accomplished today at the hearing. Because the three are being tried together nothing can move forward until all three have been found competent to face trial. Recall that grandfather, Jerry Stone, was found not competent and time was given by the court for medical providers to attempt to restore his competency. That has apparently not happened and his doctors asked for and were granted an additional 150 to accomplish it back in March. Meanwhile, attorneys for Julie Miller, Kyneddi's mother, requested a competency evaluation for her, which has been completed but no report has been given the court yet.

So far nobody has filed any motions to sever the case so . .
