The chief deputy says it appears the body had been in that location for a while. He said there doesn’t appear to be foul play.

It looks as if just one year ago a local homeless shelter closed its doors due to lack of funding and volunteers. The org's name was Under the Bridge Community Outreach Center. Imagine that!
