It's not just KY.
This fall there's been a looooong, hotly contested race for mayor of my county's largest, most populated city. I live several miles outside city limits.

Waiting in line at my polling place today, I watched a person w ballot in hand approach the election official who had issued the ballot.
When she said, I want to return this, the election official asked if she had mismarked or made a mistake on the ballot.
She told him, no, but she wanted a ballot w the candidates for mayor (of city name).

The official patiently explained that, since she (the voter) does not live within city limits, the ballot provided to her did not include mayoral candidates.
Her reply: If I can't vote for (candidate name) for mayor, I don't want to vote in this election after all. She walked away.

Then I noticed the white board on wall behind the election officials w this handwritten message: Only residents of (city name) can vote for mayor of (city name).
The election official noted: She's not the only one confused about that today.
