This was before I knew it had already been solved by a team; I was a year too late. So, here's my horse to their camel. I had the idea that the cipher was cut in half, starting between the hash marks. I only solved from the marks down. The solution which worked for the bottom half didn't work for the top.

"--This is the Zodiac-- speaking I will not end the game before I take what I killed on hunting trips Killing paradice servants wont end I need another victim Shame to wait as pests are out to spoil my fun -- I left hint at real name."

The last sentence was me just desperate to be rid of the game. I don't like it, especially since there's already the z13.

As I woke I had the idea that now I spin the cipher and flip --This is the Zodiac-- for the key to the second half of the cipher.

What was your process for extracting that message from the bottom half?

Trial and error. I have a double-sided whiteboard I drew the symbols on, leaving just enough space below each line to keep track of all the possible letters. Always keeping in mind that a repeated symbol could be the double L for Kill, possibly double Ss. I scribbled away in a notebook, too. Then it was just trying and retrying, staring and staring at the board until I saw words.

I don't know if you conclusion is correct or not but, you are brilliant. Very interesting

Some early phrases that have come up: "Aiming at" a space of three symbols "piggies who smoke," space of five symbols "Don't miss me." These seem the most plausible among what I've got going at the moment, and seem that they might stick around. One I'm not so sure of is, "Speaking of hints Go NE," or possibly, "Speaking of hints" a space of one symbol "Knew I," which doesn't feel at all like it follows "speaking of hints."
"Speaking" could also be "Spending," or, shortened, could be "Spent."

P.S. It will forever prod at my eyeballs that I wrote "hash marks" instead of "hyphens" in the first post.

since there's already the z13.
You are doing the right thing, by starting to get one or two words to fit.
That is how jigsaw puzzles are built. But your time is probably better spent on a smaller puzzle. So try to solve the z13. The My name is letter was probably one of his very last, In it he is asking if the last one was solved.
It could not be solved because he had changed his key since the first one.
So he must have changed the key for this one.
He wants to draw attention to himself and even get into more trouble, so there must be a message here but don,t bother looking for his real name.
imho

As it looks now: "Speaking of hints Go up" or " Go NE to dug out" a space of seven symbols "rodents," or, from "dug out" a space of nine sybmols to either "Set," "Setting" or "Sent," and on to "Aiming at rat piggies who smoke" a space of five symbols "Don't miss me" a space of six symbols "Sure to try."

Progressing slowly, but progressing. I'm not confident about any part of it yet, but to know what's right you have to know what's wrong. Which I think "dug out" is. My hope is that solving a differnt part of the cipher will give me more letters to work with, or I get a firm solution for the symbols after it so I can work backwards.

The more promising potentials:

1: "Speaking of Hints Go up/NE to dug out fort" a space of three symbols "Rodents" a space of four "Aiming at rat/fat piggies who smoke" a space of five "Don't miss me" a space of one "Their sure to try" a space of seven "wait" a space of six "I doubt rats can see it."

2: "Speaking of hints Go up/NE to dug out for the rotten kid" a space of three "Aiming at rat/fat piggies Those I kill" ...

3: "Speaking of hints Go up/NE to dug out for the hot tent" ...

4: "Speaking of hints Don't" ...

What I've got now implies that the charged suspect in a kidnap and murder is innocent of the crime. Definitely something to look into. They would have never found the body if what I have is correct.
Still have a few lines to go, but here's how it looks now: "Speaking of Hints go up/NE to dug pit for the rotten kiddie hiding a tape Piggies chosen killer is not," or "is nothing..."

From "Piggies" it could be "Chose a killer I don't miss Met them ...," and from "Not" it could be "Killer" and from "Nothing" could be "bet" or "but their sure to try."

This could turn out to be an exercise in futility without an entirely solved cipher, and it could all be. But c'est la vie.
