There's a pretty good match-up on physical descriptors. Her weight is slightly high to be described as "slender build", but not that far off.

The resemblance is not too bad, although Jane Doe appears to have more prominent cheekbones.

The circumstances seem a little off. Sure, she could have traveled from New York to Toledo to engage in a cocaine binge. And the 2006 suspect who confessed to her murder (along with the murder of another woman) could have been lying. LE considered his info to be credible, but false confessions do occur.

And the tattoo on her arm may have been destroyed when the body was set afire.

Nothing here to rule-her out, but enough minor-inconsistencies to say it's probably not her. If I was in charge of the case, I would check it out, but I don't think there's enough there to call it in.

I imagine it is very hard to rule her out or in on the basis of the available information since there is very little that is known about her unless they have lots that is not available publicly.
Namus does not even have the eye color or height, let alone dentals or DNA.

People with that many ear piercings tend to end up wearing earrings made of tougher material than pearls, so they can shower/use hair products/apply makeup with them in and not have to worry about them becoming dull/stained/worn out/suffering deterioration of a glued setting.

So she was wearing a high maintenance jewellery choice. For a one off event? A personal style committment? Or was she a whimsical young girl down the lower end of that age range and had just not worked out yet what a hassle 5 pearl earrings in each ear could be?

The reconstruction in NAMUS shows 6, I think. Five in the lobe and one through the cartilige.

I'd be inclined to the latter explanation. At her age, a person's often willing to put up with a lot of hassle for a personal or fashion statement. Pearl studs are also commonly used as starter earrings, so it could be that the piercings were fairly recent.

At time of her disappearance she has been arrested in California under the names of Alexis Christina Owens, Amy Owens and Sherry Ann Mc Gallion.
Alexis was last seen in 1987 by her sister.

I live in the Toledo area. There are several Google news archive articles from the Toledo Blade about the deceased. I'll try to retrieve some of them and post links here.

The location where she was found is close to I-75, but its not really close or convenient to an exit and entrance ramp. Its also in the middle of an urban area. I don't believe its a likely spot for someone traveling along I-75 to exit the highway, dump a body, and then hop back on the highway again.

Does anyone know or can find out the name of the Auto body shop it use to be?

According to Lucas County real estate records, the property at 3434 Collingwood has been owned by The Muffler King since 1970.

From a Google search of the address, it appears they are currently doing business as The Tire Doctor. (I work near that area, so I can easily take a drive by sometime to confirm.)

I do not know what name they were doing business under in 1987, but one way or the other the property has been continuously owned by The Muffler King since 1970.
 
I just don't see this as a match between this UID and Becky Minish notwithstanding the resemblance of the faces.

I cannot envision a scenario where someone basically violently forces a young woman out of her car in Georgia in March 1987 (Becky) is kept not only alive but given cocaine in sufficient quantities to cause her death in June (UID) in Toledo Ohio.

She does look amazingly similar to Kim Moreau. But if you look very closely at their teeth, you can see some differences:

Their upper-left-canines (#11) have different position and shape.

Vicki Sundgaard crossed my mind. She's a little outside the age range and quite a distance away, but the timing is good and there's a reasonable resemblance on the physicals and the extensive dental work is promising. What seems to clinch it as a non-match is Vicki's avoidance of earrings due to metal sensitivity, whereas this Doe had multiple earrings.
