Not sure if I’m posting correctly, but the little girl went missing on Long Beach in Rockport, not Gloucester. She and sister were playing on the beach. There was a ball involved and, iirc, a dog. Mother stopped watching and little girl disappeared. Lots of speculation and blaming at the time.
