    This is entirely possible. Here's a blog from Lamar Advertising about a partnership used for emergencies. This is more in regards to whether.. but there's no reason why they wouldn't do the same for cases like this...

    I would wager in the opposite direction of this because he appears to be pigeon toed. This is a symptom of tight hips and common in someone who sits for extended periods of time. Doesn't quite look like an office worker... but perhaps someone who drives a lot.

    To play devil's advocate to this thought... Most children are taught at the age of 3 or 4 to not talk to strangers. "My puppy is lost. Can you help me find him?"

    For a while, yes. By the time he made it to Florida that charisma and charm wore off and people found him creepy and unsettling. So he changed his MO and became sloppy.
