Not to split hairs, but FBI says "hoodie", not "hood" - which would appear to be accurate. That said, the FBI mentions nothing about "black shoes", which also appear to be what the POI is wearing. My point is, not every single article of clothing was listed by the FBI...

Unfortunately, the very nature of compressed video works against us here. As long as there is movement in a frame, we are likely to end up with slightly blurry stills. There are a few solutions that can help your chances of achieving a solid snapshot from a compressed video file.
