Could it have belonged to one of the attackers and mistakenly fallen into her purse during the ambush?

Completely agree! This is a total disgrace. Sure sounds like APD botched the crime scene forensics and the DA is worried about getting a conviction. Why else would they offer these scumbags pleas?
IMO the crime seems much worse because (1) it's a smaller city and (2) it probably IS worse - lots of corruption in local government and law enforcement.
