This is what I'm thinking too. Maybe she was afraid of a DCS investigation if she admitted to not checking on her children for such a long time? It would also explain why she said Willow was last seen in her purple shirt, but was later found at home.

IMO, I have doubts that the FBI would tell this to Charity. Maybe that is Charity's own interpretation on things or the FB member who is telling it secondhand is embellishing. Nevertheless, it is very telling (if true) about the people involved.
