Mr Harrison said the removal of a child by Families SA was a 'major decision' and had the potential to cause a child further harm.

"Removing a child can literally cause more detrimental harm in the form of abuse or neglect of that child because of the potential difficulties of placing it in a nurturing, caring loving environment outside of that biological family," he said.

"I'd suggest strongly if we were to take that approach we wouldn't have 2,600 children in the care of the minister we would have many many, many more.
"
Premier Jay Weatherill agreed that sometimes removing a child from a home does more harm than good.



This is just sad and disturbing. I had planned to write more in this post, but I'm finding it hard to express myself.

I'm pretty much speechless, it's terrifyingly a catch 22 situation. :cry:
 
Oh dear gods...... how HARD is it, to tell the difference between a struggling family which needs a little support, and one in which in the child is living in rats and insects, severely neglected and abused???????? This makes me SO angry.......

I have experienced myself the myriad ways in which DOCS (now FACS) can severely eff it up and cause more trauma and stress to already stressed family/child. My opinion of them in general levels out at rock bottom. The system is insane, IMO, and that it helps anyone at all seems to be a matter of pot luck.

But BLIND FREDDY could tell that dozens of negative reports plus evidence of filth, plus bruises on the kids, plus the parents being junkies, equals UNSAFE. Wtf is *wrong* with these people. With the system they operate in?

Everything. Is what.

I pity the individuals working for FACS who actually know what they're doing and strive toward a sane approach to their job. I really do. Bless them. Wish I'd met a few more of them, in my time.

It seems the system they operate in is pathetically dysfunctional. If we are to believe Harrison and Weatherill, they prefer to condone the severe abuse and neglect of a child because the alternative in placing them in the foster care system is even more precarious?! What does that say about foster care??!

Families SA were 'happy' enough for Chloe to be left with a 'sober' adult while mum is drugged to the eyeballs, can you imagine the likelihood of her and children like her being left with a pedophile, these men seek out vulnerable children and befriend their parents.

Poor Chloe never had a chance. After reading Harrison's explanation to why these case worker's hands are tied is just so disheartening, where is the support? Why isn't more Govt. money spent on docs, why are these children abandoned? I know the answer but unwilling to ever accept it. Why aren't there spot checks on these reported cases and also for the children in foster care? After all these years and nothing has changed. We spend millions on public firework exhibitions for New Year, and there are children who will never make it to a new year or if they survive, are severely broken. :cry:

Like you Ausgirl, I am also a product of the foster care system and all it's failings. Mine is not a success story either, I was taken out of the state I was born in and abandoned by the 'system'. Even while in my home state, some 'visits' were just phone calls to my foster monster! Phfft, no point going there, that's what therapy is for but my heart is torn into pieces every time I hear about these children who are forgotten. I at least, had 2 very loving parents who died prematurely and I being a girl, I was up for grabs. Those precious years I had with them gave me the grounding to withstand everything that was to come. I believe those first years are the most important, and my children were able to live happy and stable lives because of it. Thank you, Mum and Dad.
 
I don't know how much worse this can get, and I'm just a bit afraid to think about it.


"Senior Constable Adrian Cox told the coroner he found the young girl with a 16-year-old on a cold night in a park at Modbury in August 2008.

The coroner was told the park was used at times by drunken youths and that Senior Constable Cox asked the teenager to take the child home.

"I've got very little recollection of the conversation but the general gist of it was that he was looking after [Chloe] for Ashlee Polkinghorne and he was taking it (sic) for a walk," he said.

"He didn't seem to be under the influence of alcohol or drugs. He seemed to be looking after Chloe quite well.

"My overall impression was that the child shouldn't be hanging around on a cool evening. They had been hanging around since four o'clock and it was now 7:30 and in my mind it was time to take a young child home on a winter's evening."

The officer said he found the boy with Chloe again the next day, this time pushing her in a stroller, and saw her mother leaving a liquor store.

Senior Constable Cox told the inquest he felt there was some "shabby parenting" happening.

Senior Constable Cox said he did not hear back from Families SA but that was the same for every time he had made a notification during his work."

Well, if Chloe's care did not fall below the threshold, what the hell is the threshold??! This is just so absolutely appalling.

And how the heck would they know if that mother had reduced her drug use? Because she told them she had? There were no drug tests, that has already been established.
What hope do any abused and neglected children have?! :crying:
 
On Page 4 of The Advertiser today a headline appeared stating; “Police left Chloe in the care of teen girl amid hunt for drunk mum”.

The factual circumstances are:

Police were called to the address on the evening of 11 November 2008 by a 15-year-old girl who raised concerns about Chloe’s welfare.

On arriving at the house, where Chloe was, police spoke with the girl and then contacted Families SA over concerns for Chloe’s safety.

Contrary to the report in The Advertiser, Chloe and the 15-year-old girl were never left on their own. From the time police first arrived they were continually present with Chloe and the 15-year old girl.

Police, who also coordinated a shift change over, were at the house with Chloe and the teenager for approximately 3.5 hours while they waited for Families SA to attend.

So, Families SA deemed the house to be okay, despite taking piles of rubbish to the tip ..... not once, but on two occasions (so far). So much rubbish that evidently it would not fit in the bins. :shakehead:

The poor baby, I'm stunned that Chloe survived for four years.

Just have to admire Sean Fewster. He is working hard to keep this in the eyes of the public and get something done about Chloe's case ... not that we can help poor Chloe now, but maybe we can help the other Chloes out there. With the current scale of meth use and Families SA approach to the care of the child victims, something has to be done.
 
I listened to the interview with Sean Fewster this morning. Other than all the horrible abusive and neglectful things that we already know about, he said ….

- This portion of inquest is only taking us up to mid-2009 when Chloe was about 1 year old.
- From before Chloe was born, Families SA just tried to get that mother to engage with them … constant push for engagement … it is a repetitive theme throughout the inquest … they considered that the best way to protect Chloe
- Inquest will recommence at a later date to push past 2009 through to 2012 when Chloe died
- The issue for Coroner is how deaths like this can be avoided in future, what changes need to be made
- There are institutional problems – that mother was very canny (not clever), a good manipulator
- With a mandatory 1-3 hours’ notice for visits, that mother had time to ‘clean up’ house :rolleyes: and Families SA could not look at whole house (privacy issues)
- Council assisting the Coroner is pushing toward changing the way things are managed, perhaps including income management for parents like this


A separate little item they discussed that I was not aware of ….

In this case, live tweeting has been allowed by certain judge (in Supreme Court). Media usually have to wait certain period of time before releasing info to public.
In a jury trial, they can’t tweet for 15 minute window – to allow for suppression. Media would like to see that window shortened, to about 7 minutes perhaps.

When you think it can't possibly get any worse ... there's always more. And as mentioned above this is still only up to 2009. That this poor little thing lived through four long years of this is really hard to contemplate.

As the mother is serving a short sentence (4 years?) related to the negligence involved with the motor bike riding and Chloe's actual death (if I am getting my facts right here) - is it possible that as a result of everything that is coming out in this inquest, some further charges could be forthcoming?? My fingers are crossed anyway.
 
CHLOE Valentine and her mother lived with a violent convicted sex offender who had made illegal videos of his underage girlfriend — but Families SA did not intervene because its policies prevented action being taken, Day 9 of the inquest into the little girl’s death has heard.

State Coroner Mark Johns this morning described the agency’s response to information that Chloe was living with Dylan Hindle as “preposterous”.

The fact Hindle was living with a young child was in violation of conditions imposed by the National Sex Offenders Register, the inquest heard.
