To me the cylindrical ‘barrel’ doesn’t look like a normal sized barrel. It looks very narrow diameter. It looks like there is something beside it also covered in tarps. Maybe the sand bags.Maybe, but it looks to me like there's a figure under the tarpaulin beside the barrel. In which case the tarpaulin wouldn't be draped, it would be securely wrapped around the whole package.
To me that is a barrel with something more odd shaped on top and with something at the base.Nope, usually it will be secured with a tie down strap as he has done. There's no need for extra straps as the load is secure. The bulge under the tarp is likely sandbags or just how the tarp has fallen when stopped (it would flap slightly but where it's tied down, not too much).

I think most boat ramps are used at all times. Those who like to fish use them at different times depending on tide and what they are fishing for. Also many people live or stay on boats especially around the harbour so would use a tender to get back and forth. There are water taxis and boats that sell items (coffee, newspapers in the 'old days' and ice of the kind to chill drinks) that get around at all times. There are also places that are only accessible by boats like Rodd Island near Five Dock. I don't think it would be unusual to see boats being launched at any time of the day really at a busy boat ramp like that. And certainly not uncommon to see people trying to get a boat going, doing running repairs on the boat ramp. Boats and trailers are fickle things.Following the conversation with interest. I'm so puzzled as to what led someone to allegedly try to launch a boat at such a busy, city fringe boat ramp if they were trying to do what we suspect. Five Dock/Drummoyne are not remote places and as mentioned the traffic to get there is significant. Deciding that this would be a good place to go to commit a crime just doesn't make any sense. Someone messing around trying and failing to launch a boat would surely attract attention. It would have been (just) still daylight at the time this was alleged to have started, which makes it even more weird.
