The following article from the Sacramento Bee explains

..."The statute of limitations on rape in California
has changed with the introduction of dna evidence.
There is a 6 year statute of limitations on
non consensual sexual battery or rape"
however there's a slippery slope there,
because there's an additional one year Discovery rule.
Which means if the attacker is identified by dna evidence
then the attacker can be prosecuted within a year
of discovery of his or her's true identity, even if it's past the 6 year statute of limitations.
So in other words, if dna names an attacker for a rape after more than 6 years, the DA has a year to initiate prosecution."

The company, Parabon NanoLabs, has already loaded DNA data from about 100 crime scenes into a public genealogy database called GEDmatch. And in about 20 of these cases, the company says, it has found matches with people estimated to be the suspect’s third cousins or even closer relatives.

Even before the Golden State Killer news, Parabon had run microarray tests on DNA from more than 150 cold cases, mostly as part of its efforts to reconstruct the likely facial features of suspects. On May 8 it announced that it was teaming up with CeCe Moore, a genetic genealogist known for her work on the PBS TV show Finding Your Roots, to help law enforcement investigate those DNA profiles with GEDmatch. About 100 have been uploaded so far.

“If Parabon has put 100 cases up there and has found 20 third and second cousins, that’s going to close a whole lot of cases very fast,” said Greg Hampikian, a specialist in forensic DNA at Boise State University in Idaho. “We’ll see. The proof will be in the pudding.”

Hampikian believes that the relatives whose DNA proves crucial to cracking cold cases deserve some sort of monetary benefit — just as if they had volunteered information that led to an arrest. “If there is a reward for solving a crime, people should be eligible for it,” he said.


I agree on the reward. Could be an incentive for people to upload their DNA.

Not sure if i understand the concept of a barred cage in a courtroom. Is that standard practice? does the cage move, or is it stationary in a courtroom?
Does it protect the accused, is it a form of public humiliation?
speculation, imo.
it's part of the courtroom... usually used for quick hearings and such or those busy monday mornings when they parade all the clowns who got nabbed over the weekend....lol it's easier then prepping the defendant to be in the courtroom when he's only going to be in there a short time, less security needed and it keeps things moving

He already did go unpunished. He went unpunished for 30-40 years, not only for at least 50 rapes, but for 12 murders. That's the unfortunate truth and nothing short of a time machine can change that. Thankfully, there's no statute of limitations on murder, and thankfully this monster was finally caught and will, hopefully, spend the rest of his miserable life in jail.

I'm surprised DeAngelo is even talking to L.E. at all. Why would he? How does that benefit him? Don't lawyers (good ones at least) tell their clients to shut up? He has to know he's going straight to Death Row (Do Not Pass GO, and do not collect $200) so why wouldn't he just keep his yap shut and let L.E. figure everything out themselves (or keep them guessing as they try). I just don't see him having the sort of ego to talk like Jodi Arias' ego compelled her to talk. And talk, and talk, and talk. Well, I was shocked that GSK was even alive to be arrested in the first place. So if I was wrong about that, maybe I'm also wrong about him keeping quiet. And by him talking, maybe we'll learn more about what made him tick. Maybe he'll talk to L.E., but not profilers. Most of all, I want to know his whereabouts between 1979 and 1990, and also why he stopped (that is, IF he stopped). Because of the advent of DNA? If he's talking, let's talk about that before he shuts down completely.
 
I am from England & only just become aware of these horrific crimes. Been watching documentaries on UK tv recently & want to congratulate the guys in your community who made the links that helped the police arrest DeAngelo. This whole story has made my jaw drop. But these guys can never rest. The truth will always out.

Yes, of course he has gone unpunished in the court of law. But I've occasionally wondered if he's been punishing himself since 1986 for the rapes and murders he's committed. Like, I hope he's been a prisoner in his own mind the entire time he was a free man-- and especially so, now that he got got.

Other murderers claim to have had nightmares about the murders they committed, I hope DeAngelo has a reel-to-reel tape loop playing in his head that won't allow him a minute of peace of mind.

A 55-year-old Seattle-area man has been arrested in the cold case double homicide of a young B.C. couple who were killed in Washington state more than 30 years ago.

William Earl Talbott II was taken into custody after a DNA test came back as a positive match to DNA collected from the crime scene more than three decades ago.

Talbott was identified through the same DNA genealogy analysis used to capture the Golden State killer last month.

Experts from Parabon NanoLabs in Virginia were able to identify Talbot's great grandparents and family tree using public genealogy databases. They then worked forward to identify Talbot himself.

Forty years later, the 7-year-old boy who came home from school to find his mother shot to death, lying in a pool of blood in her bedroom, stood on Arrowbee Drive just a few miles north of Placerville last week and stared at the house.

Instead of running up the drive and shouting, “Mom, I’m home!” as he did May 31, 1978, this time Sean Blasy had no intention of going inside the house that his dad built. After all, he’d never been inside again after that terrible day, when bloody paw prints from the family’s two dogs alerted the child to the horror.
Because Sean Blasy and his sister Mary Blasy see several parallels in DeAngelo’s method of operation and their mother’s savage slaying, they decided to approach law enforcement authorities to see whether their mother may finally rest in peace.

What they have found is that El Dorado County officials are helpful, if not enthusiastic, in thinking the Blasys could be correct.

And what they have found is that their mother Phyllis Ann Blasy may well still be making her presence known, her spirit remaining in the house on Arrowbee Drive as though waiting for justice to finally prevail.
“This man was 7 years old when he came home to find his mom murdered inside the house — this is his first time back here.”

“That explains a lot,” said the man, who then said, “I’ll open the gate.”

It turns out that the man, who asked to remain unnamed, and his wife have experienced strange phenomena since buying the handsome house that features a pitched front, with wood-framed glass panels reaching for the roof as oak branches hug its face. They have awoken to a hallway full of family photos that have been placed askew during the night, they have felt a cold spot in one of their two young boys’ rooms. They have felt so ill at ease that they cleansed the house with burning sage not long after moving in.
The ties that Sean and Mary see with suspect DeAngelo are that the killer often would target homes under construction and that he was living in the general area at the time. DeAngelo was a law enforcement officer in Auburn but living in Rancho Cordova and Sean speculates that his commute could have included drives through the country that would bring him to El Dorado County’s Gold Hill area, where Arrowbee Drive runs.

Sean noted that the Golden State Killer would take specific, unique items from his victims’ homes and leave other, more valuable things, behind. That occurred in his mother’s case, he said, describing coins and a special pendant as being missing. He added that the vicious killer would scope out potential victims; Whitey and Phyllis had noted a strange vehicle parked near their property the day before she died — the guy took off when they eventually approached on foot.

That’s amazing! This is so exciting!
This guy was a truck driver. I wouldn’t be surprised if he has other victims scattered along his routes. Once they put his DNA in CODIS, will it alert to any other matches for unsolved cases? Is that how it works?

“I stared him down, and he looked at me nervously,” Verdon said. “I never really interacted with him again. Maybe it wasn’t such a bad idea.”

“We used to just call him ‘Freak,’ ” another neighbor, Natalia Bedes-Correnti, told the Bee. “He used to have these temper tantrums … usually because he couldn’t find his keys.”

Yup WSR had it nailed. A lot of people thought he may be involved with LE some way but this is amazingly specific and a great prediction.

Makes you wonder why LE didnt pursue this themselves before now.
I have to guess that some LE people at the time may have thought about him and decided to blow it off for some reason. Then as newer LE came on board they were not aware of the officer that was removed from the force because of the theft at the store.

I would hate to think that his superiors at the time of the theft may have thought about him possibly being GSK and did not pursue him for self preservation reasons and to protect the integrity of their department. That has crossed my mind a few times.
Makes me wonder if Mr Cruel is an ex cop.sticking it up the force at the time....jjd was certainly sticking it up them....

He was an Ex Law Officer, knowing 'too much time has elapsed to be charged for the rapes'.
So admits to these.
Murders, he won't admit because there is NO TIME LIMIT.
He will, and is, being outsmarted, by today's technology.

Great, if he can be charged for the Rapes he has admitted to have committed.
