Specially trained cadaver dogs from Calgary were to scour areas of Regina this weekend as part of the ongoing search for a little girl who has been missing more than a year.

Lara Rostad of the Regina police said the search is not based on a new tip, but arises out of the continuing investigation into the disappearance of Tamra Keepness. Rostad said the Calgary team would spend three days searching Wascana Lake, Wascana Creek and north Winnipeg Street with dogs trained to locate bodies and human remains.

A team of six investigators is currently conducting a thorough review of the information gathered during the investigation.

It is doubtful that this little girl is still alive after all of this time. The mother complains about the police looking at her family but...the police always look at the family first....family, friends, etc. Then you get a family as screwed up as this one is/was and of course they are going to look even harder. They should expect it.

Mom must have been gone that night until 10:00 to 10:20 a.m. the next morning otherwise she would have known the little girl wasn't in the home. Little kids usually get up early and want breakfast. Who do they wake up when they want to be fed...in normal homes anyway? Mom says she thinks 10:00 to 10:20 was the time that Tamra went missing because that is when the door was found open.

Don't know when the stepdad came home. He says he was going to check on the kids but kept going and went somewhere...to his moms(?) to go to bed. That was at 3:00 in the morning. An odd hour to go check on the kids.

If the door was found open then someone must have opened it from the inside. Or someone with a key to the house opened the door. The police said they didn't find any proof of forced entry. Heck, at 10:00 to 10:20 all of the kids could have been up and out the door to go play somewhere. Was Tamra the youngest of the kids? If the person staying at the home was the last person to see this little girl and she was sleeping on the davenport..if I remember correctly...some perverted addict could have knocked on the door and she could have woken up and answered the door. Or if her mom was into hooking for drug money...didn't I read that... some "john" could have come over and decided if the mom wasn't available little Tamra would do...another knock on the door that Tamra might have answered. Heck, anything could have happened to this little girl considering her home life. Such a shame. It is so upsetting and makes me :sick: & :furious:
 
Regina's police chief says the investigation into what happened to Tamra Keepness is being scaled back. Tamra was five when she disappeared from her family's home in July 2004.

Chief Cal Johnston says a team of six officers working on the file full time since last spring was cut to two last month. The other two will begin taking other cases in June.

Johnston stresses the case is by no means closed, nor is it considered cold.

Three years and 1,500 tips later, the mystery of what happened to a five-year-old child who disappeared from her Regina home remains unsolved.

Tamra Keepness went to bed at about 11 p.m. on July 5, 2004, but it wasn't until noon the next day that someone noticed she was missing.

Her disappearance sparked one of the largest searches in Regina's history.

"It's really sad," said Erica Beaudin, one of the hundreds of people who searched for Tamra for months.

"I'm a mother of two daughters and two sons and I think about how I'd feel if I was Tamra's mom and dad. It's still really hard and it still chokes me up."

Regina police say her case is still active, with one officer assigned to the case.

"We fear that Tamra Keepness met with foul play but still we have to hold out hope," said police spokeswoman Elizabeth Popowich.

Lorena Keepness said she believes her daughter, who would be eight this year, is alive.

July 5, 2004:
Tamra is last seen going to bed Monday night.

8:30 p.m. Dean McArthur leaves after an argument with Lorena Keepness. McArthur runs into Russell Sheepskin, they start drinking, sometime during that period. They return briefly to drop off a can of formula for McArthur's daughter, an eight-month-old girl. Then they go to the bar.

11 p.m. Lorena puts the kids to bed and leaves to visit a friend's townhouse. Eleven-year-old Summer Keepness is left in charge. There are no adults in the house.

Midnight. Lorena Keepness drops in at the house briefly to check on the kids. When she gets back to friend's townhouse, calls Summer with the phone number.

3 a.m. Russell Sheepskin comes into the bedroom. He's made himself a plate of spaghetti. He can't remember when he got in. He's the only adult in the house. He says he saw Tamra on the couch. Around this time, Dean McArthur returns to check on the kids, allegedly beats up Sheepskin on the porch (he's charged only, not convicted) and leaves. Sheepskin leaves to get stitched up at the hospital and never enters the house again.

3;15 or 3:30 a.m. Lorena Keepness returns, climbs through the window, and falls asleep on the couch. She remains in the house from then until Tamra is reported missing.

Between 3 a.m. and 5 or 5:30 a.m. Dean McArthur claims he's wandering around downtown in a drunken haze looking for his aunt's house. He gets there about 5 or 5:30 and crashes on the couch. He doesn't return home until late the next evening, many hours after Tamra is reported missing.

11:30 a.m. Tamra's family calls police to report her missing.

The Regina Police Service has announced its next step in the investigation of the disappearance of Tamra Jewel KEEPNESS who has been missing from her home in the 1800 block Ottawa Street, since sometime after 11:00 p.m. on Monday, July 5, 2004.
In a news conference held at 2:00 p.m. today (July 13, 2004) at Regina Police Service Headquarters, Police Chief Cal Johnston, announced that the Regina Board of Police Commissioners has authorized a reward of twenty-five thousand dollars ($25,000) for information leading directly to the discovery of the whereabouts of Tamra KEEPNESS.
“We are asking anyone with knowledge of any event, behaviour or other unusual activity connected to Tamra, the 1800 block of Ottawa Street, or other people and other locations possibly related to this matter to contact the Regina Police Service,” Chief Johnston said.
In addition to Crime S pers (306-545-8477 OR 1-800-222-8477) and the regular police number (306-777-6364), a toll-free telephone number and special e-mail address have been established for this purpose.
The new toll free number is 1-866-80-TAMRA, or 1-866-808-2672. These numbers are now available through posters and the Regina Police Service website at www.police.regina.sk.ca. How sad. Some people have no concept of decency. I have been following this case for awhile also and I am quite surprised that it is still unsolved. I thought that with all of the inconsistancies in the family and the "friend" that had stayed the night would lead to a confession. Just such a sad situation for Tamara. Praying for her today.

Not to bag on the cops but we have very few missing people's cases and the ones we do have, they have not solved. I assume the reason is no body and no body less chance of a conviction. People are scared and don't want to talk.
 
Nearly six years since Tamra disappeared. Hopefully, those involved will start to talk. Tamra and her siblings deserve justice.

Regina remembers missing girl
It's been six years since the disappearance of Tamra Keepness was reported to police, but she hasn't been forgotten.
On July 6, 2004, the five-year-old was reported missing from her home on the 1800 block of Ottawa Street, east of Regina's downtown.
That touched off the largest search in Regina's history; one that involved hundreds of police and volunteers, who scoured the city streets and back alleys in search of clues.
She was never found. After a year went by, a new six-person team of detectives was put together to take a fresh look at all the evidence.

<modsnip - personal info removed at request of the member> Also, the neighborhood Tamra went missing in was terrible at that time (cleaned up a bit) and very unsafe at night filled with "Johns" as she lived maybe two blocks from the "stroll". I've always thought the burnt out van was connected to the case... Her neighborhood was very poor so someone who knew her probably had to steal a car to drive her far away, out of the city or someone who already owned a car took her. How could someone with no experience dispose of a body so well? A five year old would be hard to find since her body is so small.

Also, forgot the mention, her home was about three blocks from a home that houses released prisoners, many of them convicted sex offenders. But again, where would they be able to dispose of the body...

Police tell us a number of vehicles were stoeln that night but these two particular cars remain unrecovered leading police to believe that they may be connected to Tamra's disappearance. Police are looking for a 1973 orange Volkswagon van with a white roof and the license plate 728 DMF. The second car is a 1989 GMC 1500 truck, which is red with silver sides and a 4X4 decal. Its license plate number is WDW 189.

I really believe one of those cars was stolen for the purpose of transporting Tamra's body and hiding it because the killer(s) didn't own a car.
