Hate to make light of the girl's fear but could this just be a guy running for exercise? Maybe she was overly scared because of Jessica's disappearance so she imagined he was chasing her.
I doubt if a grown man would chase a girl down the street on foot with the intention of kidnapping her, especially close to school. Wouldn't there be other kids and parents to have witnessed this?
No reflection on you. I don't blame you for checking this out and posting, but it just seems unlikely the way it's described, unless he had an accomplice driving behind him in order to get her into the vehicle quickly. That could be possible.
But this is why LE does not often issue warnings to the public about kidnappings, etc. It causes people to panic and that causes them to call in reports about kidnapping attemts, which turn out most of the time to be completely innocent. The same thing happened in the two girls' in Iowa's case recently, as well as other cases. LE is obligated to check all those calls out and it slows them down.
