Yes. But if I had a cell phone that no one knew about, it would be hard to track down.
Theres also the dna issue, ballistics etc. They could be waiting on lots of things still.
I noticed that each of DNs cases on mycase.in.gov have disposition error, which was mentioned in another thread, as well as microfilm. I also wonder if some of those old files were accessed to ascertain whether DNA, prints etc were included.
Indiana would only have his DNA on conviction of a felony. The exposure was pleaded down to a misdemeanour but he was convicted of one felony - the DV in the presence of a child so they should have his DNA from that. Don't know what those entries are but he has 5 warrants issued and he has not been excluded yet.
