The arrested residents and kin to the alleged killer TJ are charged pursuant to Florida 386.041 KEEPING A NUISANCE INJURIOUS TO HEAL.

This is a public health code violation for which citizens are not typically arrested and taken to jail.

I believe they were arrested only after disregarding the deficiency notices and County orders to correct the problem-- most likely stemming from an improperly built or maintained septic system.

A quick search of Polk County community services, it's evident there are sufficient programs available to assist parties such as the arrested for public assistance including but not limited to Septic Upgrade Incentive Program, providing up to $10K of septic services, Polk Cares, HUD grants, etc. for those that take the initiative to apply.

Also, given their reportedly lifetime residency in Frostproof, I think it's fair to question if these residents did not previously receive assistance from such programs and abused the system and/or did not properly maintain it.

In my experience living in America, there's a distinct difference between poverty and non-compliance. MOO

Wiggins Sr. is charged with two counts of nuisance injurious to health, unpermitted landfill, unlawful storage, used waste tires, failure to report found property, unlawful use of dairy case and failure to sign a citation, according to records provided by the sheriff’s office.

IMO, unlawful storage of wasted tires and failure to sign a citation is what gets you arrested and has nothing to do with poverty.

Oh, I'm sure they're the people who jury rigged up a rudimentary system to handle so called "disposal" of human waste which wasn't disposing of it at all... but I think the problem stems from non-compliance and because the original system failed and the money wasn't there to fix it. Some people won't ask for help even if they know it's there. Many people in their living situation would be non-compliant due to not wanting anyone in any sort of "authority" on their property... at all, for any reason. They could fear such contact leading to arrests for anyone with outstanding warrants, punishments, fees, embarrassment, shame and would rather avoid and hide from such invasions of privacy. They would prefer to "fix things" (!?) themselves and try to avoid the exact type of exposure to the public and law enforcement that these murders brought right, straight to their door anyway.

The Septic Upgrade Incentive Program is not accepting applications currently and the deadline for Polk Cares was on July 10, 2020. HUD will help with lead water pipe replacement but do they have lead pipes? I dunno. I would be very surprised if anyone on that property knows anything about those programs though and, if they did, I'm pretty sure they would avoid applying for the reasons stated above anyway.

Yes, I know... I think the majority of people would apply but, again, we can't measure them by our own yardstick with one aspect of that being more conventional problem solving skills.

How can RW be sprung on >$45k bond when his girlfriend/wife cannot make $250 bond?
Also, the young lady Mary -- if she lives in a (not proverbial but actual) s...hole, how does she get access to that kind of dough?

there is stuff on the property where he lived that he could use as collateral to get out. He’s M A D that his girlfriend hasn’t been bonded out. Lol but I told him he’s honestly safer in jail because he’s all by himself and no one can get to him vs being stuck at a house only to leave to see his lawyer.

As young as his girlfriend is it’s bad that she doesn’t have anyone to pay $25 to get her out of jail. Do people think she played a role in the murders or does she just not have any friends? Maybe no one wants anything to do with her?

It’s probably people not wanting to appear as if they are on TJs support team. I wondered if she had family in the area or if she moved there? At any rate, she is likely in a good position to help herself and be honest about what occurred.

Her family is here in Sebring from what I know. Honestly, a lot of the players involved don't have a lot of money. I heard from RW's mouth himself that he's mad nobody has bonded her out.

*Pretrial Hearing (aggravated assault case) (@ 1pm ET) - FL – Damion Allen Tillman (23) Keven Michael Springfield(30) & Brandon Cyril Rollins (27) (July 17, 2020, Frostproof). Only for *Tony Lee J “TJ” Wiggins, Jr. (26) aka John L. Wiggins arrested (7/21/20) & charged (7/23/20) with 3 counts of 1st degree capital murder, tampering with evidence (F3), possession of a firearm by a convicted felon (F-2) & possession of ammunition by a convicted felon (F-2). Charged (7/23/20) with 2 counts of nuisance injurious to health. Held without bond.

7/22/20 Update: All three suspects will have first appearance hearings at 1:00 p.m. on Thursday, July 23, 2020.
7/23/20: Public defender waived the reading of charges for each individual. Each defendant spoke only to confirm they understood their charges. TJ: no bond & arraignment set for 8/26/20 @ 1pm. 7/24/20: Appointed public defender Peter Nathan Mills. Charged with 2 counts of Nuisance injurious to health.
*Arrested & charged (3/14/20) & arraigned (6/4/20) with 2nd degree aggravated battery (person uses a deadly weapon) & 3rd degree aggravated assault (deadly weapon w/o intent to kill). Plead not guilty. Bond $6K. Bonded out on 3/16/20.
TJ Wiggins was recently arrested in March 2020 for aggravated battery with a deadly weapon & aggravated assault with a deadly weapon (Road rage-Tire iron case) and was released on bond. Due to the fact that he committed crimes while out on bond, he violated his pretrial release conditions, and a Parker vs. State hold was applied (meaning he is not allowed to bond out on the new charges).
6/17/20 Update: Pretrial hearing on 7/30/20.
*Mary Clare Whittemore (27) – Arraignment hearing on 8/24/20.
*William "Robert" Wiggins (21) – Arraignment hearing on 8/28/20.

honestly I don’t feel that she knows anything about the murders other than what was in the media. Her and Robert didn’t get back together until Saturday. She’s freaking out in jail so I think if she knew anything she would have told already.
