Two points: I think Willie Meggs (State Attorney for 2nd Judicial District in Fla) was replaced by Jack Campbell, not by GC. So I think Campbell is now the decisionmaker. Also, if there is a trial against CA, a witnesses's (KM's) testimony about their belief that he is guilty, will almost certainly be objected to by CA's attorney and ruled inadmissible. JMO.
Yes GC is an ADA. Jack Campbell decides who to proceed with indicting.

"There is no word in the English language for someone who loses a child. Yet because of the acts of a few, our son Dan's life was cut short and we were forced to live with the unthinkable."- Ruth Markel #MarkelMurderTrialWTXL @abc27

Ruth Markel is now reading about Markel's accomplishment. Says she's most proud of him as a father. "It's hard to capture the words; the joy and excitement I felt when Dan became a father."- Ruth Markel #MarkelMurderTrialWTXL @abc27

"His murder has been horrible for us. Shocking, surreal, hard to understand. Danny is never coming back, but we continue to hope, pray, and look for justice."- Ruth Markel's final words. The state only calls the victim's mother. #MarkelMurderTrialWTXL @abc27

DA's office doesn't make decisions based on public support or morality. ...

Unfortunately, there is abundant evidence that decisions in high profile cases are influenced by public opinion. As stated on the NOLO site: "Political ambition may also influence prosecutors. Most prosecutors are elected officials, and many of them view their position as a stepping stone to higher office. Public opinion and important support groups often affect their decisions on charges." Consider William Nifong, who became infamous and is now disbarred for his politically motivated attempt to prosecute Duke lacrosse players. Or look at Marilyn Mosby, the Baltimore prosecutor who charged six police officers when her legal theories were widely criticized as untenable. Almost everybody agrees now that her prosecution was motivated by public opinion.
In fact, there are credible people in Tallahassee who are on record criticizing the decision to NOT charge the Adelsons as being politically motivated. I think it would be a bit naive to believe the public support for prosecuting the Adelsons would not be a factor in the prosecutor's decision. I'll agree with you that it should NOT be, but it often is.
