Even if a parent doesn't talk TO a child it would be highly unlikely the child never heard talking. Generally a parent who can't be bothered to talk to their child will likely put them in front of electronics. So that child will likely be watching TV and hearing talking that way. They will still learn to talk, even if not being spoken directly to.

There is also no evidence to confirm that she was the way she was, because her mother did not talk to her.
There is no doctor's report stating she was autistic and there are more reasons for not talking at the age of 4 than autism.

From all reports it seems to me she was a doting and caring mother who snapped for some reason. Possibly some mental illness; several mental illnesses are most likely to appear in women in their late 20's (ex: schizophrenia). Shakayla is 26.
I've heard no reports of that, I only know that she was being investigated for child abuse and that her neighbors thought she was uncaring. Since it ended in the murder of a child, I'm believing the neighbors.

How would we know of a doctor’s report with HIPAA laws though?

Emotional mom denied bail after 4-year-old left to die in river

TAMPA — The mother accused of abandoning her 4-year-old daughter to drown in the Hillsborough River was in court today as prosecutors argued that she should be held in jail while her first-degree murder case works its way through the court system.

Hillsborough State Attorney Andrew Warren’s office filed a motion Friday stating that Shakayla Denson, 26, poses a threat to the community.

At the start of the hearing in front of Circuit Judge Wes Tibbals, Denson shuffled in with her hands shackled at her waist. She sat slumped in a chair, occasionally covered her face with her hands and appeared to be crying at times.

The judge heard first from a housekeeper who witnessed the incident, which happened Thursday, and then from the lead detective on the case, before denying Denson bail.

Well, seeing as she murdered a child, I don't believe the people interviewed were correct. She was being investigated for child abuse and she murders the child. That speaks volumes.

Det. Kirkpatrick said Denson began making strange statements as soon as he started interviewing her.
"[She said] that her family was out to get her. She also stated that the maintenance man at her apartment complex was maybe in her apartment and put a spell on her apartment," Det. Kirkpatrick recalled.
Det. Kirkpatrick said witnesses heard Denson singing, "a nursery rhyme; it's raining, it's pouring, the old man is snoring."

Denson faces first-degree murder charges. The Hillsborough State Attorney's Office has yet to decide whether it will seek the death penalty.

Laying a child of 4 to rest is never easy, but Je’Hyrah’s funeral was especially complicated. Complicated by the absence of her mother, Shakayla Denson, who remained in custody after a judge denied her bail on Wednesday.
[...]
"Shakayla’s parenting would never have caused us to see her as an unloving mother," Grenisia West, said in an interview. She said she is Denson’s cousin and spoke at the funeral. "It’s hard to even formulate a complete thought at this point."
But by all accounts — media were not allowed into the service — the outpouring of love for Je’Hyrah shone through the fog of unanswered questions Saturday.

Could the child hear? Hearing problems could have been a reason she didn’t talk.

She may have been autistic and had hearing problems.

This title is wrong, isn't it? Shouldn't we have that changed? She didn't throw her from a bridge.

Tampa mom accused in girl's drowning deemed incompetent
December 11, 2018
TAMPA — A Tampa mother accused of leaving her 4-year-old daughter to drown in the Hillsborough River last summer is not competent to stand trial.

Hillsborough Circuit Judge Kimberly Fernandez declared Shakayla Denson incompetent Tuesday after reviewing reports from three doctors who have examined the defendant since her August arrest. The exams occurred because public defenders representing Denson cited concerns that she may be mentally ill or intellectually disabled.

The doctors' reports are confidential, so the exact nature of Denson's mental condition is unclear. The judge's finding means Denson will be sent to a state hospital to undergo competency restoration treatment before the case can continue. It does not mean she will escape prosecution.

I live here in Tampa, and this case is so very, very sad....

I have seen parents struggle with special needs kids....and rhe challenges are real.

I do believe this mother clearly had more than she could handle....and that poor, beautiful little girl...

Mother ruled competent for court in daughter’s Hillsborough River drowning death
June 25, 2019
TAMPA — A woman accused of leaving her 4-year-old daughter to drown last summer in the Hillsborough River is now capable of facing trial after months of mental health treatment in a state hospital, police and prosecutors say.

Two mental health experts who examined Shakayla Denson since she returned to jail in April said in written reports that she understands the court proceedings and can assist in her defense.

Attorneys for the state and defense did not dispute the doctors' findings in a hearing Tuesday morning. A judge ruled that she is competent to proceed. The next court date was set for August.
[...]
Questions about Denson's mental state have dogged the case, but the exact nature of her mental condition has not been made public. In late August, her attorneys raised concerns that she might suffer from a mental illness or intellectual disability. A series of competency exams followed. She was declared incompetent to proceed in late December and spent the next three months undergoing treatment in a state hospital.

My child was non-verbal till 4. She is perfectly fine now, but she had an "unspecified processing disorder". I sought help and they did...they also advised me not to take her in to the Childrens Hospital here as she would be labeled the rest of her life under "Autism". She is now 12, plays violin in the top Orchestra (musically inclined, can play from hearing). It went away, but those times are rough early on for sure.
