IMO, I think instead of pecs or breasts, what we see is reflective or decorative strips on the jacket. This would make sense if the individual is wearing athletic apparel, which seems very possible. I'm thinking of something like this, but with colors reversed. MOO, as always.

I'll add a couple more screen shots to BigCityAccountant's ... These show something in his hand and either a "reflective glare" or a cellphone in his rear pocket.

The video seems to me to be 3 different clips spliced together, perhaps from 2 different days? CCTV, then another video, then back to the CCTV.

Here are some close up pics, not sure if they are helpful or not.

OkieChange~~I think you nailed that jacket~~at least for now that's what I'm thinking, subject to change.

Something else... does the person seem to be pigeon-toed?

ETA: I only say this because my youngest is slightly pigeon-toed, and this person's gait immediately reminded me of my daughter's.

Serial killers often demonstrate specific patterns that can be easily identified by police investigators.

What motivates serial killers remains a mystery, however, their behavior often fits into specific sub-types.
In 1988, Ronald Holmes, a criminologist at the University of Louisville, who specializes in the study of serial killers, identified four subtypes of serial killers.


  • The Visionary -- Usually psychotic, the visionary is compelled to murder because they hear voices or sees visions ordering them to kill certain kinds of people.
  • Mission-Oriented -- Targets a specific group of people who they believe are unworthy to live and without whom the world would be a better place.
  • Hedonistic Killer -- Kills for the thrill of it because they enjoy the act of killing and sometimes becomes sexually aroused during the act of murder.
  • Power-Oriented -- Kills to exert ultimate control over their victims. These murderers are not psychotic, but they are obsessed with capturing and controlling their victims and forcing them to obey their every command.
 
I wonder if/when police will tell the public what type/caliber weapon was used, and if the same weapon is linked to all three crimes.

Sounds like they don’t have much other evidence right now, tbh. That would indeed be very frustrating. [emoji853]

I agree, pigeon toed. I'm also wondering if he's wearing low to mid calf boots. The pants look kinda stiff and thick above the ankles.

Wondering how the perp was able to slip away in spite of a heavy LE presence?
Do they slip into other clothing, a disguise?

"Our officers heard the gunshots. Our officers found Anthony Naiboa out there. We have a heavy presence and this person, whoever did it, was able to sneak away," said Dugan.

At a news conference, Dugan expressed his exasperation and how he went from frustration to anger when dealing with the unsolved homicides.

Tampa police are now working with Crime Stoppers and the Bureau of Alcohol, Tobacco, Firearms and Explosives in offering a $25,000 reward to anyone who can provide information leading to the arrest or conviction of the Seminole Heights killer.

But even for those who do not have information, Dugan urged residents to stand up to whoever is victimizing the neighborhood. The suspect should not be assumed to be black or white or even a male, he said.

"We're not going to be held hostage by whoever is doing this," he said. "We need everyone to come out of their homes at night, turn on their porch lights, and just not tolerate this type of terrorism."
 
Actually, the person in the video has small feet. And at times I thought they were wearing flip flops.. The clothing doesn't seem to be what a person would wear if they were out trolling for victims, it is clothing that looks memorable ? Maybe this isn't the shooter ? If not though, I have no idea why they haven't come forward ? jmo

It's possible the perp lives in the neighborhood and dressed in a way he wouldn't be recognized. I would guess that the outfit is totally different from what they normally wear.

Ditto and ditto.
The footwear looks very flat, like sandals or slippers but if they are wearing boots, maybe something like Uggs? speculation.
 
Also odd, imo, are the pants. they don't look like jeans at all. And they don't cling to the legs like leggings would. they look to be of an unusual type of material and shape ? Strange...it wasn't raining that night ? fairly warm ? What's with the clothing ???

Looks like khaki chinos, light weight cotton or slacks.

Could be...but he/she leaves their lower face exposed. really strange.

You may be right, but looking at the pants, the material looks kind of ...almost silky, it drapes like silk ? jmo
 
Do we know if the victims were robbed? Seems to me the killer lives in the area, and may be an addict, looking for the means to have their next fix.

Yes, IMO the perp is local. I think it's someone who wouldn't seem out of place or suspicious, and someone who is familiar with the streets and the layout of the area.

Maybe he/she (but I think he) attended the high school nearby, and probably graduated less than 5 or so years before. Maybe he ran track or cross country.

Probably still lives in the family home and his absences are explained by an excuse of running or hanging out with friends. As stated elsewhere, odds are good he works a day job. Probably a menial job. If the neighborhood has been gentrified, maybe his family lived there pre-gentrification and perhaps he feels ashamed and/or judged.

This is all MOO, and maybe I am just letting my imagination run away with me...
