Never heard of the expression " flip in their step " before.

When the procession reached the memorial where Anthony Naiboa had been gunned down on Thursday, his father asked the crowd of more than 100 to look at a photo of his son — as well as the spot where Anthony's blood still stained the sidewalk.

"He had dreams," Casimar Naiboa said. "They killed him for nothing. It's not human."
"Every time I see a tall guy walking different now I'll cross the street," Clark said.

Alan Perry, 40, a member of the Tampa branch of Guardian Angels, a volunteer anti-crime squad that got its start on New York City subways, said he and at least 6 other members will patrol the neighborhood at night until the killer is found, and they will step up numbers on Halloween.

"Kids are going to trick or treat so let's make it safe," Perry said.

Asked what they are looking for, fellow Angel William Cruz said, "A shadow. A ghost."

TAMPA — Police were escorting students to school bus stops this morning as they blanket the Southeast Seminole Heights neighborhood during their investigation of three shooting deaths over a period of 11 days that they consider to be related.

It was the same approach police took Sunday night as they provided an escort during a neighborhood candlelight vigil in memory of shooting victims Anthony Naiboa, 20; Benjamin Edward Mitchell, 22; and Monica Caridad Hoffa, 32.

In addition, Hillsborough Area Regional Transit announced that the Route 9 bus is being rerouted in Southwest Seminole Heights after consultation with the Tampa Police Department. They were scheduled to review the move today.

All three shooting victims were bus riders, police and acquaintances said. One was found dead at a Route 9 bus stop and another had missed a bus and was walking when he was shot, both along North 15th Street, police said.

I have been thinking about the ‘bus stop’ angle - - perhaps twisted revenge by a disgruntled HART bus driver who was recently laid off because of the route cuts that took effect on 10/8/17.

The route changes are part of a HART overhaul culling the system's 41 routes to 34. HART officials said this should improve service for about 80-percent of riders.
"If they're on one of the major routes, chances are their service will get better or at least stay the same," said Marco Sandusky, HART's director of government and community relations.
But those who rely on routes with poor ridership might see their route disappear entirely.

I think this is a good angle to pursue for a motive. What if he was affected by the route changes and cant get to his job anymore. Or cant get to his appointments whatever he was doing. Or lost his job.

It seems to me this is a perfect motive that we have someone affected by the proposed cuts to the routes or his/her job and he is lashing out at the riders to get back at the transit authority. He/she doesnt want to get caught so he/she is taking out the riders.

How did they let people know of the route changes/job cuts. Did riders get something in the mail? Did people buy monthly or yearly passes and the transit authority has their name in a database?

This is a good angle to look at and someone whose route or job is being eliminated where he cannot easily get an alternate route. He/she wants to put a black mark on the bus program and is extremely upset with the news about the route changes.

How can this be narrowed down. If the transit authority has a database then they may be able to know height or age and location of the riders and be able to whittle down the potential list of people that may have done something like this.

After sleeping on it, then watching the video this morning. It looks like a <modsnip> or drag queen. The build is tall,and masculine, (with a hint of breast maybe) but the walk. It's like a catwalk strut, with a hint of a sashay. Not to much don't want to be too obvious. ( Do drag show judges knock off points for that?)
That would certainly qualify as a marginalized person. Even in a diverse area.

Right at the very beginning of the video there does appear to be a hint of breasts on the subject. You can see the shadowing outlines of breasts more than a typical guy being that thin and tall. Its right at the very beginning of the video.
 
As well as the strange gait we've all perceived, look at Post #53, page 4, by BigCity Accountant, the zoomed in still. One can nearly make out a profile below the light colored beanie. I'm seeing the shape of the person's nose, rounded as opposed to straight as you would normally see on a Caucasian man.
I think this is a young AA man.
I wonder if that LE can enhance the picture.

Could it be a motion sensor/tracking camera? Although turned on in the alley like that they would get images of cars every night.

It is either something like that or somebody was manually following this person with their "surveillance camera".

Note* - that is a $6000 camera system. Why would an average homeowner need or want something so sophisticated?

ETA - it appears even with these autotracker cameras, you would still have to manually choose the subject you want to follow.

I am thinking the video we are seeing is from a manned camera.

Tampa police said the person in the video they released was in the area of the first homicide minutes before it happened and could have seen something. They are asking every neighbor for help.

&#8220;I&#8217;ve never seen anything like this, really to tell you the truth, there&#8217;s no rhyme or reason," Fannin said.

They also bring a warning: don&#8217;t go out alone at night. Police said the killer is finding people who are vulnerable. If you do see something, call it in.

Digital billboards are going up all over the county. There is a community meeting Monday at Edison Elementary School at 6:30 p.m.

Could it be an apartment building and the owners put it up?

Though there are less expensive models available as well. (Personally I would never use one no matter how cheap - what do you do after you see someone lurking about your home? YIKES.)

Yes, good point, could be an apartment building. I guess it could also just be a homeowner who is super nosy and/or paranoid. Just weird. Its not something we see normally when LE releases surveillance footage.

Looks more like ballet flats. Maybe.
 
The camera moving along with the subject is interesting. Never saw that before with typical security cameras. Not sure what to make of it unless it is an automatic security camera that picked up the subject by motion detector. Maybe the system is smart enough to elminate cars and just do that with humans.

What is frustrating though is why not be able to have these cameras zoom in on the subject.

Its just so frustrating that we get lots of video clips of perps and so many of them are either too blurry or too far away to give the details needed. Its a lesson learned that if I ever buy a security system I am going to make sure to get the best I can afford because this gets real frustrating trying to make out details. I am sure LE has the same frustration when homeowners give them security footage.
 
The person seems to walk with either leg braces, a prosthesis on one or both legs, or perhaps some type of stilts designed to make said person appear taller.

The entire length of the body is disproportionate, even appearing as if some type of shoulder gear has been added to make the upper body appear taller.

Is said person wearing a mask too?

I agree it seems like perhaps a very feminine male. The legs and pants look like a woman to me. But i think the coat/hoodie and the walk look like a man.
