Secondly, I'm recalling a random shooter a while back in Houston iirc, African American, on Beltway 8 iirc? Not sure if that was ever solved.

Very possibly none of the above is applicable to the current shootings in Tampa.

Seminole Heights Killer: More FHP Troopers Arrive In Neighborhood

The extra FHP patrols started on Friday after Gov. Rick Scott announced that more troopers would be assigned to Seminole Heights.

TAMPA, FL - Additional Florida Highway Patrol troopers will be arriving in Seminole Heights on Monday to help Tampa police with patrolling the neighborhood, FHP said. The extra FHP patrols started on Friday after Gov. Rick Scott announced that more troopers would be assigned to ensure the safety of Seminole Heights residents.

The deployment of FHP troopers is in addition to the Florida Department of Law Enforcement's squad of agents assigned to neighborhood canvassing. FDLE also has agents assigned to vet leads and is providing analytical assistance.
Tampa police say they have received more than 3,600 tips.

"The amount of surveillance video that people have given us, it is just a very slow process that several people have to look at to make sure you are not missing anything. It has to be watched in real time, then you watch it over and over again," said Dugan.

Over the last six weeks, Dugan said that every time the phone rings he has paused. "You just never know what to expect. There is part of the dread of 'Let's hope it is not another' but it is also that hope of maybe, 'We got the guy'," said Dugan

Imo, the dots were collected<shattered vehicle windows> by different local LE jurisdictions, but the dots may have not been connected due to*jurisdiction linkage blindness; a phrase coined by Dr Steven Egger in the 1970s..*There are only two investigative resources/tools that prevent or combat linkage blindness; an informed aware citizenry & VICAP, imo.. The silent investigative strategy combined with linkage blindness has enabled many predators/serial killers to remain stealth for years or decades undetected while preying on unsuspecting innocent victims in the past, imo..

Fighting Violent Crime for 25 Years - 08/26/10

When serial killers or rapists strike in different communities or even across multiple states, it may be hard to identify and capture them&#8212;because information about their crimes is stored separately in the files of various local police agencies.

But for the past 25 years, the FBI&#8217;s Violent Criminal Apprehension Program, or ViCAP, has been used by state and local law enforcement across the nation precisely to help find and stop such dangerous villains by drawing links between their seemingly unconnected crimes.

VICAP serves as the national repository for violent crimes, specifically those involving homicides, sexual assaults, missing persons, and unidentified human remains. The VICAP Web National Crime Database is not available to the general public or the media&#8212;it&#8217;s strictly for law enforcement. Its information&#8212;obtainable through a secure website since 2008&#8212;is protected by strong encryption, controlled access, and strict adherence to federal privacy laws.

VICAP is part of the FBI&#8217;s National Center for the Analysis of Violent Crime, and both operate under the auspices of our Critical Incident Response Group.

How it works. Investigators from participating agencies electronically enter in-depth data on their case directly into ViCAP Web. This can include details on the victim(s), type of trauma, weapons used, information about the suspect and any composite images, crime scene specifics, vehicle descriptions, modus operandi, and more.

Investigators can then search ViCAP Web for cases similar to theirs&#8230;anywhere in the United States. If any are found, investigators can read the details and&#8212;if they&#8217;re convinced there might actually be a link&#8212;reach out to the law enforcement agency point of contact for further discussion.

Yeah, me too. How many of us, either ourselves or our neighbors or our friends, near or after dark, jump in our cars and run a quick errand; or take a jog around the block; or take out the trash; or go to our cars for a magazine, folder, or phone; or walk the dog before bedtime, etc.? I'm thinking there are lots of folks in Seminole Heights who are now afraid to do those things, although they know whatever it is, may be necessary. Now, many are scared of those "little things" that could get them killed. Dammit.

Your post was a great reminder of all the little things that we take for granted. This creep has an entire neighborhood held hostage!!!!!! He must be drunk on power at this point thinking he has gotten away with the murders!

Thank you A Taste of Honey for pointing out that there is a pattern of him not shooting anyone on the weekends. Maybe he lives with someone who works late hours during the week, but is off on the weekend. Or vice versa he lives with someone who works weekend shifts and he is babysitting or something. I don't understand how he is able to hide such anger and hate from anyone who might have contact with him. He is a ticking time bomb and I hope someone recognizes the danger.

Hoping today is the day they catch this killer.

The way he walks with such confidence and nonchalance seems like he acts very calm.

I imagine to some people he acts fine and others see another side to him. Ted Bundy seemed fine but I remember in a book I read about him that he &#8220;pretended&#8221; to try and drown his gf when they were swimming
 
about the guy in Jacksonville - there was a murder in Seminole Heights where the victim was killed inside his home. That was earlier this year. Plus the other couple of murders that seemed to target gay victims - could these all be related. Maybe the guy was in Jacksonville for a visit and couldn't resist killing, but he lives/lived in Seminole Heights? nope- just checked and LH lives in Jacksonville. If he's been killing people in Tampa he is traveling in from out of town to do it.
Also, the posting about Jacksonville is from today. Did this guy change locations and MO due to police presence in Tampa?

The guy from Jacksonville — there is no police arrest record for him in Duval County (Jacksonville) for 2016 or 2017. That would lead me to wonder if he has been living elsewhere the past year. I found some employment information for him but that also ended in 2015.

I doubt he would be traveling back and forth, but it would be great to know WHERE this 5-shot murder occurred if NOT in Jacksonville. I tried to look back at recent shootings and haven’t found any that would match this...

Anyone committing a crime in Tampa right now has some guts with the increased police presence. Unless they figure all the resources are in Seminole Heights.

An expert says the killer is probably staying out of high crime areas to avoid being seen by other criminals.
AMPA, Fla. - An additional $10,000 has been added to the reward money for the Seminole Heights killer.The money, which came from the David A. Straz Jr. Foundation, now brings the total to $110,000 for information leading to the arrest and conviction of those involved in the four killings in Seminole Heights since October.

Following the death of Ronald Felton, the fourth murder in Seminole Heights, Police Chief Brian Dugan said, "I've instructed the officers in that neighborhood if someone rolls through a stop sign, we want them stopped. We want to know who they are and why they're in there."
Sweet said she lives near the bus stop where the first shooting victim, Benjamin Mitchell, was killed. She worked at the same warehouse as the third victim, Anthony Naiboa. She said the murders have hit close to home for her, both physically and emotionally.

"[Those] people had a life. [Those] people had a whole future ahead of them," said Sweet.

She said whatever it takes, she hopes the suspect is found quickly, so she no longer has to live in fear while walking to and from the bus stop.

"We're just trying to find somebody who's hurting innocent lives, so don't be mad at that," Sweet said in support of police

Unless the UNSUB knows the people personally I'm unsure how anyone can say he was targeting gay people. There isn't a gays only bus that the victims got off of. IMO unless he knows them personally, I think it is merely coincidence that 2 of the victims happened to be gay.
 
Is it "common" to shoot someone 4-5 times?

IDK, but it certainly makes a lot of noise and could alert neighbors or LE. Was it anger, rage, bad aim, cruelty; was the victim running towards him & he panicked? Or was he just nutz?
