I have been meaning to post this for some time, but somehow kept getting sidetracked with other topics related to the case, or just simply forgot. My apologies.
This is regarding LE checking out RSO's in the vicinity, since there has been so much discussion on these threads about the possibility of it having been a sexual offender who committed this crime, and so much time & effort has been spent on sleuthing RSO's.
It is protocol for LE to immediately interview RSO's in a missing child report.

I think that because LE announced they were interviewing RSO's in the vicinity, many have assumed it must have meant the crime was committed by a sexual offender.
Here is a snip from the Investigative Checklist For First Responders:

"Review sex-offender registries to determine if individuals designated as sexual predators live, work, or might otherwise be associated with the area of the child's disappearance."
The fact that the OPPD & the CCSO (and other LE involved in the case) contacted & interviewed RSO's within a 3-mile radius and then extended their search to a 5-mile radius in the initial hours & days of Somer's disappearance should not lead anyone to automatically assume that she was abducted by a sexual offender or predator. They were following established protocol for a missing/abducted child investigation.
The fact that LE ruled out RSO's in the vicinity within the first few days, (according to media reports & statements made by the Sheriff and other representatives of LE) leads me to believe that this crime was not committed by an RSO.
ETA: RSO's were ruled out even before the body had been recovered & Manner & Cause of Death had been determined.
